This Wednesday, November 1, on the occasion of the President of the Republic’s trip to Astana, the French and Kazakh Ministries of Health signed a declaration of intent for health cooperation.
Through this trip to Astana, the President of the Republic wished to “accelerate and strengthen the strategic partnership” between the two countries. In this regard, bilateral health cooperation contributes to strengthening the strategic partnership between the two countries. The objective of this declaration of intent is in fact to establish a framework for lasting and coordinated cooperation in the service of public health, prevention, modernization and sustainable strengthening of their respective health systems. In particular, it will allow « the deepening of partnerships between training and research centers and hospital establishments in the two countries, in the fields of oncology, telemedicine, rehabilitation and psychomotor skills, as well as reproductive health », as we can read in the joint statement of the two Presidents, Emmanuel Macron and its counterpart the President Tokayev. For Kazakhstan, the modernization of its health system will contribute to the country’s influence and regional leadership in this area.
The Kazakhstan, as large as five times the size of France, has invested a lot in recent years and worked to reform its healthcare offering, notably with hospital rebalancing with primary care, the creation of a public compulsory medical insurance fund, and significant work on non-communicable diseases. At the same time, the hospital sector was restructured to reduce dependence on hospital care.
However, Kazakhstan remains faced with numerous public health challenges in terms of life expectancy, maternal mortality, regional disparities, the impact of environmental determinants on health, mental health, modernization of the health system and expertise as well as human resources in health.
In recent years, Franco-Kazakhstan cooperation in health has been significantly strengthened : signing in May 2021 of a declaration of intent for health cooperation between the Kazakhstan Ministry of Health and the Ministry of Europe and Foreign Affairs; bilateral meeting on June 26, 2023 between the Ministers of Health and Prevention François Braun and his counterpart Ms. Azhar Giniyat; and this 1is November 2023, the signing of a declaration of intent for health cooperation between the two ministries of Health. It is the result of collective work and the sign of committed cooperation between France and Kazakhstan. In accordance with France’s new global health strategy (2023-2027) and Kazakhstan’s national priorities, it aims to consolidate and structure the cooperation actions of numerous stakeholders.
Six areas of health cooperation
As part of this declaration of intent for health cooperation, the two countries wish to cover all the key public health issues – from meeting the urgent needs of the population to strengthening prevention, primary health care, preparation and response to health crises, local production of health products using the “One only health.” Therefore, the declaration of intent covers the following areas of cooperation:
- Support for achieving the goal of universal health coverage (CSU) with the sharing of knowledge and know-how as well as the acquisition of expertise by professionals, both French and Kazakh, and the exchange of good practices in hospital governance and management.
- Cooperation in matters of strengthening health systemsboth in terms of human resources and concerning health establishments and analysis laboratories, their modernization and their equipment, while ensuring that their environmental impact is reduced.
- Public healthin health promotion and prevention by supporting the strengthening of primary care centers and the effective governance and management of dispensaries and primary care centers.
- Non-communicable diseasesespecially cancer.
- Mental health.
- Digital health and telemedicine.
To respond to these areas of work, a periodic roadmap will be developed collectively and reviewed every year.
Concrete implementation through first projects in the “France team”
Health cooperation between France and Kazakhstan does not stop there, it is being concretely implemented in “ French team », illustrated by the signing of ten memoranda this 1is November by French operators. These agreements carry the priority areas of the declaration of intent. For example, four agreements focus on oncology:
- Memorandum of understanding in the field of proton therapy between the Institut Curie and the “National Scientific Oncology Center” (NROC)
- Radiology Memorandum of Understanding (breast cancer screening) between C3Medical and the Kazakh Research Institute of Oncology and Radiology (Kazior)
- Telemedicine cooperation agreement between C3Medical and Astana Medical University
- Cooperation agreement in breast cancer screeningbetween C3Medical and Astana Medical University
These agreements are part of a desire to implement the six priorities of the declaration of intent, through training and knowledge sharing.
