Start of the winter break, exceptional bonus for civil servants or even an increase in the usury rate for credits: here are some of the changes which come into force this Wednesday, November 1.

Winter break begins

This Wednesday, November 1, marks the start ofa five-month pause in deportation proceedings tenants. This is called the winter break. It will last until March 31. During this period, gas, water and electricity cuts are also prohibited.

Depending on the cases, the amount is between 300 and 800 euros. However, there are certain criteria to be met. The employee must in particular have been appointed or recruited before January 1, 2023. There is no action to take, the transfer is automatic.

A boost for supplementary pensions

It’s not just civil servants who have a nice surprise in their bank account! The supplementary pensions of 13 million former employees are to be revalued according to the inflation rate, an increase of 4.9%. Payment is expected to arrive from November 2.

Agirc-Arrco (the private sector supplementary pension fund) pays nearly 90 billion euros to 13 million people each year. This additional part represents between 20% of the total pension for precarious employees and 60% for certain executives.

Creation of a “senior index”

Following the pension reform, a new indicator called “index seniors” is put in place. Companies with more than 1,000 employees will have to publish the proportion of seniors they employ. Those who do not publish this index will be liable to financial sanctions. For companies with between 300 and 1,000 employeesthis obligation will come into force from July 1, 2024.

The increase in gas prices continues

The rise in energy prices continues. Between September and October 2023, the variable portion excluding tax (HT) increased by 9.21 euros MWh. In November, a new increase of 4.9% for heating (rising to €0.097 kWh compared to 0.093 in October) and 3.9% for hot water and cooking (rising to €0.120/kWh compared to €0.116/kWh in October) is expected.

New usury rates for real estate loans

This concerns people wishing to take out a property loan. The usury rate (which also applies to consumer credit and bank overdrafts) is increased. It is the maximum rate at which it is possible to borrowit is set every three months by the Banque de France and was put in place to avoid excessive debt among individuals.

For loans with a duration of between 10 years and less than 20 years, the thresholds change slightly, from 5.55% in October to 5.65% for November. For loans over 20 to 25 years, it goes from 5.80% to 5.91%.

Simplification of civil disputes

The amicable settlement hearing (ARA) is set up from November 1. The objective is to facilitate and modernize conflict resolution. This concerns civil disputes such as divorces or neighborhood problems.

Medical consultations

At the doctor’s office, the consultation will cost a little more. An increase of 1.50 euros of the basic consultation will come into force. The appointment will be billed at a minimum of €26.50 with general practitioners and €31.50 at specialists.

Snow tires in mountainous areas

In certain towns in mountainous regions, it is compulsory to be equipped with winter tires or to have snow chains or socks in your vehicle. This concerns 34 departments Alps, Corsica, Jura, Massif Central, Pyrenees and Vosges. The bond runs from November 1, 2023 to March 31, 2024.

According to the Mountain law, all vehicles with four wheels or more are affected by this regulation: light vehicles, utility vehicles, buses and heavy goods vehicles. However, the entire department is not necessarily concerned. The list of municipalities is accessible on the Road Safety website.
