Gas prices, snow tires, retirement pension… What changes on November 1st

FRANCE – Like every start of the month, several changes are taking place this Wednesday, November 1, 2023 in the lives of the French. Gas, pensions, winter break, snow tires… Le HuffPost takes stock of the new features that come into force at the start of the penultimate month of the year.

• Private sector pensions are increasing

Supplementary pensions for former private sector employees are increased by 4.9%, in line with inflation estimated by INSEE. This increase represents an annual expenditure of 4 billion additional euros.

This is in addition to the already announced increase of 5.2% of the basic pension – from January 1, 2024 – which depends on the general system.

In 2024, 2025 and 2026, the revaluation might be less. Depending on the economic situation, the increase may be under-indexed up to 0.4 points below inflation. But the plan’s board of directors may decide to bring it back to the level of inflation if finances allow.

• It’s the start of the winter break

Until March 31, 2024, evictions of tenants are suspended and it is prohibited to cut off gas and electricity. However, some people are not protected by the winter break, specifies Service-public.fr :

people benefiting from rehousing corresponding to their family needs; squatters occupying a home, whether a primary or secondary residence; squatters occupying a garage or land. In this case, the judge who orders the expulsion may decide to eliminate the winter break or to reduce its duration; the spouse whose expulsion from the marital home has been ordered by the family affairs judge within the framework of the order of non-conciliation of a divorce procedure; the spouse, PACS partner or violent partner in the couple or on a child whose expulsion from the family home has been ordered by the family affairs judge in the context of a protection order.

• The benchmark sales price of gas increases

Following the removal of regulated gas sales prices since July 1, the reference sales price of natural gas for individuals, published for information purposes, allows consumers to serve as a compass for those wishing to compare supply offers.

For the month of November, this benchmark price shows a slight increase, standing at €91.04/Megawatt hour (MWh), “due to the rise in wholesale gas prices observed in the fall”, explains Service-public.fr. The variable portion excluding taxes of a typical cooking/hot water and heating consumer thus increases by €3.83/MWh compared to summer.

• A new feature in amicable settlements

In order to facilitate and modernize the resolution of conflicts, the amicable resolution hearing (ARA) is now introduced for civil disputes. This is a new procedure which should allow the judge to help the parties reach an agreement.

During the procedure, the parties to the dispute successively express their points of view as well as their “respective needs, positions and interests”, explains Service-public.fr. These exchanges remain confidential, unless otherwise agreed by the parties.

If an amicable agreement is reached during the discussions, “ the parties may ask the judge in charge of the hearing, assisted by the registrar, to record their agreement (total or partial)”.

• Snow tires or chains compulsory in certain mountain communities

For the third year in a row, motorists traveling to municipalities in mountainous areas must equip their vehicles with snow tires or chains, until March 31, 2024. This rule comes into force to ensure better safety and “avoid blocking situations in mountainous regions”indicates Road Safety.

Nearly 4,200 municipalities in 48 departments located in the mountainous areas of the Alps, Corsica, the Massif Central, the Jura massif, the Pyrenees and the Vosges are concerned. The complete list can be consulted by clicking here.

And also in November:

– Meta offers paid subscriptions to Europeans to use Instagram and Facebook without – and thus comply with European legislation on personal data and targeted . Users in the EU, Switzerland and the rest of the European Economic Area (Iceland, Norway, Liechtenstein) “will have the choice to continue using for free” both social networks with personalized advertisements, “or subscribe to no longer see advertisements”. For all of their Instagram or Facebook accounts, each subscriber will have to pay 9.99 euros per month if they pay via computer, or 12.99 euros if they use mobile applications on smartphones.

Disney+ offers new offers. The single formula gives way to three new ones: Standard with and 2 screens (€5.99 per month); Standard with Full HD 1080p resolution, 2 screens, downloads and 5.1 Stereo audio (€8.99 per month, or €89.90 per year); Premium with UHD/HDR (4K) resolution, 4 screens, downloads and Dolby Atmos audio (€11.99 per month, or €119.90 per year).
