The UN human rights office sees Russia as responsible for a devastating rocket attack that killed 59 people in the eastern Ukrainian village of Hrosa in early October. The evidence suggested that it was a Russian missile attack that was directed once morest a purely civilian target, according to a report published on Tuesday. There was no evidence of the presence of soldiers or military targets near the impact site, it said. This corresponded to previous information from Ukraine – contrary to statements from Moscow to the contrary.

The report by the United Nations human rights office said Russian forces either targeted civilians or failed to adequately verify whether the target was a military one. Both scenarios would violate international humanitarian law, it was said. There was initially no reaction to the report from Moscow.

On October 5, 2023, a Russian rocket, probably of the Iskander type, hit a café and a grocery store in Hrosa in the Kharkiv region, around 35 kilometers from the front. At this time a funeral service was taking place there for a soldier from the village who had died; family and friends attended. 59 people – including 36 women and an eight-year-old boy – were killed.
