China Ends Health Declarations for Entry and Exit Personnel: New Policy Eases Travel Procedures

Since the outbreak of the new coronavirus, China has required all entry and exit personnel to submit health declarations electronically or on paper. In the early days, it was criticized for the large number of items to fill in and the cumbersome procedures. After more than 1,300 days of implementation of this entry-exit procedure that has troubled many Chinese and foreign tourists, the General Administration of Customs of China finally announced on the 31st that starting from November 1, entry-exit personnel will be exempted from filling in a health declaration.

The General Administration of Customs of China issued an announcement on optimizing and adjusting the health declaration model on the 31st, stating that starting from 0:00 on November 1, 2023, entry and exit personnel will be exempted from filling in the “People’s Republic of China Entry/Exit Health Declaration Card”.

However, the announcement stated that entry-exit personnel who have symptoms of infectious diseases such as fever, cough, difficulty breathing, vomiting, diarrhea, rash, unexplained subcutaneous bleeding, or have been diagnosed with infectious diseases must proactively make a health declaration to Chinese Customs and Cooperate with China Customs in health and quarantine work such as temperature testing, epidemiological investigations, medical examinations, and sampling inspections.

The announcement pointed out that those who conceal or evade quarantine will bear corresponding legal responsibilities; those who cause the spread of quarantine infectious diseases or pose a serious risk of spread will bear corresponding criminal responsibilities.

After the outbreak of the COVID-19 epidemic, on January 25, 2020, the General Administration of Customs of China issued an announcement on restarting the system for entry and exit personnel to fill in the health declaration card. “The system for entry and exit personnel to fill in the health declaration card was restarted at ports across China. “Health Declaration Card” system for health declaration, this requirement has been implemented for 1376 days so far.
