As a result of the budget increase, the funding rates per study place will be increased by 10 percent – as requested – and not only by 4.5 as announced. However, the money will only be available from autumn.
“All universities of applied sciences have a budget gap at January 1st. This is due to inflation,” says Koleznik. That’s why the universities of applied sciences won’t be helped if they don’t receive higher funding rates until the start of the new academic year in autumn, because the salaries – which make up over 70 percent of the universities of applied sciences’ expenses – would have to be paid before then. Most recently, the FH funding rates were increased by ten percent at the beginning of 2023.
“Need quick cushioning”
“Like the universities, we need rapid cushioning here,” Koleznik referred to the special funds that the universities received due to the unexpectedly high inflation in addition to the three-year budget that was negotiated before the wave of inflation began. He announced that the universities of applied sciences would now “run” to convince the ministry that the increase in funding rates would be brought forward to the beginning of the year.
In general, the additional 95.8 million euros for 2024 are not as “insane plus” as one might think, because the money is reserved for financing additional study places that have already been approved or announced for 2025. A part is also earmarked for an anniversary levy on the occasion of the 30th anniversary of the universities of applied sciences, which is only intended for projects specified by the ministry. But for this, the universities of applied sciences need staff and their salaries also have to be paid, says Koleznik.
