Brussels budgetSo far, 166 million euros of provisions included in the 2023 budget of the Brussels Capital Region have not been used, responded Monday the Brussels Minister of Finance, Sven Gatz (Open Vld), in the Finance Committee, to Cieltje Van Achter (N-VA).
Due to low inflation, the Region received 60 million euros less in allocation than expected. The greatest budget underspend concerns the ‘external energy’ item. Businesses and individuals requested 85 million euros less in aid than expected; 35 million euros were also underused for internal energy measures – among others for STIB and Bruxelles Propreté – and 34 million euros planned for the indexation of salaries.
Regarding strategic investments, delays prevented the spending of 15 million euros for the renovation of the tunnels (Loi and Belliard), 47 million for the construction of metro 3 (North/Bordet extension) and 22 million for the supply of trams . This budgetary margin was used to purchase a site for tram and bus depots for 58 million euros, added Minister Gatz. This is a large plot of land located on the Little Island, in Anderlecht.
In terms of revenue, allocations are 60 million euros lower due to low inflation. The regional PIT tax brought in 15 million more than expected. There is also an additional federal allocation of 26 million euros for the reception of migrants.
Minister Gatz added that an internal budgetary control took place in April and an administrative one in August in view of the meeting with Standard & Poor’s and the preparation of the 2024 budget. A political budgetary control did not take place due to of certain uncertain macroeconomic parameters. Cieltje Van Achter continues to demand “an open democratic debate” on the 2023 budget.
