PLF-2024: Changes in VAT Rates for Electrical Energy and Renewable Sources

Next year’s finance bill (PLF-2024) provides for a reduction in the value added tax (VAT) applicable to the production of electrical energy from renewable sources to 12%, according to the presentation note of this project.

This rate should increase from 14% currently to 12% from January 1, 2024, then to 10% in 2025, specifies this note published on the website of the Ministry of the Economy and Finance, recalling that this measure is part of as part of the implementation of the objective of the framework law on tax reform aimed at achieving VAT neutrality in order to alleviate barrier situations for businesses.

The gradual reduction of this VAT rate is also part of efforts to mitigate the impacts of climate change and encourage the use of renewable energies.

Increase in VAT applicable to electrical energy

At the same time, PLF-2024 proposes an increase in the VAT rate applicable to electrical energy from 14% currently to 16% in 2024, then 18% in 2025 to reach 20% from January 1, 2026.

It also plans to gradually align, over a period of three years, the VAT rate applicable to the rental of electricity meters (currently at 7%) with the normal rate of 20% in 2026, rising to 11% in 2024. , then to 15% in 2025.

The said presentation note also highlights that it is proposed to increase the VAT rate applicable to water, sanitation services and the rental of water meters from 7% to 8% from 1 January 2024, then to 9% in 2025 to reach 10% in 2026.
