The government urges Forem to mobilize young people more quickly

Pressed by the Walloon government to accelerate the employment of young people in a context of job shortage, the general administrator of Forem presented an action plan this Tuesday.

Scheduled for several weeks, the meeting between part of the Walloon government and the Forem management committee was maintained this Tuesday despite the tragic events which took place in Brussels the previous evening.

A government under pressure

According to reports from the meeting, Minister-President Elio Di Rupo (PS), Christie Morreale (Employment, PS) and Willy Borsus (Training, MR) held quite strong words when addressing problems before the Forem management committee, which brings together the social partners and the management of the organization. “It’s not going well”, “there’s an emergency”, “we need to speed up support reform”they noted.

Action plan for 45,503 unemployed “young” people

Put under pressure in front of a government that is playing big on this issue of employment a few months before the electionsthe general administrator of Forem Marie-Kristine Vanbockestal (whose mandate ends on 1is December) presented an action plan intended to “accelerate the employment of recently registered populations with a focus on professions in shortage”. We are targeting here “job seekers registered since less than six monthsjob seekers positioned in shortage occupations with a robust profile and companies recruiting for professions in shortage.

According to our information, the social partners (bosses and unions) have eight days to give their opinion. The government requests that this plan be operational on November 6, for a period of 6 months! Forem will mobilize 145 employeesincluding 120 advisors to contact job seekers and 25 advisors for businesses.


A special approach will be taken for the 15,095 unemployed job seekers who are “looking for employment in at least one profession in shortage”.

What are we talking regarding ? Through this plan, which we were able to consult, Forem intends to reach the 45,503 job seekers registered with the Forem less than 6 months ago, including 18,225 young people on integration courses registered and 27,278 beneficiaries. It will also target 1,202 companies recruiting in shortage professions and currently have a job offer posted on the Forem website as well as all those to come as soon as the action starts.

More effective controls

To reach these young people, the procedure will be done by telephone call. “The Forem provides for a maximum of 2 attempts over a period of 48 hours. If at the end of these 2 attempts, it turns out that the job seeker cannot be reached via telephone, their file will be transmitted to a reference advisor” and he will be summoned for an assessment interview.

A particular approach will be taken on the 15,095 unemployed job seekers who are “looking for employment in at least one profession in shortage“. They will be directly contacted by a business advisor who will have previously secured job opportunities. “He will identify the candidates best able to meet the expectations of companies”, we read in the plan.

The third part of the plan concerns companies recruiting in shortage professions. Here the objective is to secure opportunities but also encourage companies to give feedback following meeting the job seeker.

The general administrator of Forem also hears make controls more effective. In the event of absence at the Forem, “the rules in force will be applied and disputes regarding passive availability for absenteeism will be opened”.

Following the adoption of this plan, Forem plans an awareness campaign among young people and businesses.
