Led by the Minister of Technical Education, Alpha Bacar Barry, the Interministerial Steering and Coordination Committee (CIPC) of the Ten-Year Guinean Education Program (PRODEG 2020-2029) organized, this Friday, October 13, 2023 in Conakry, a final restitution workshop of the diagnosis and recommendations of the Common Education Fund (FCE). This meeting mobilized executives from the education sector and technical and financial partners.
Single policy for the Guinean education sector covering the period 2020-2029, valued at more than 57 thousand billion Gnf, PRODEG aims to improve the education and training sector in a holistic manner, taking into account the main recommendations of the diagnosis contained in the state report of the education system (RESEN).
To support the implementation of this program, the technical and financial partners (PTF) of the Guinean education system (GPE, AFD and UNICEF) have decided to pool their financial resources in a common fund aligned with national procedures and systems. raised, to date, to the tune of $62 million. Other TFPs in the system also provide support through the classic Project approach in a context of coordination and coherence of all interventions.
The FCE is made up of three special allocation budgets (BAS), including one per ministry (MEPU-A, MESRS and METFP). Each Minister is the main authorizing officer of the BAS which finances his department. In the region and at the departmental level, the secondary authorizing officer is either the governor or the prefect. While the procedures for the construction of primary school infrastructure involve collaboration with ANAFIC.
Speaking on behalf of all partners, the head of the Education, Professional Training and Employment division at AFD, Moussa Doumbouya, indicated in his speech that “the objective of this diagnosis is to assess the situation of the FCE BAS in support of PRODEG, take stock of the implementation difficulties, following two years of execution. It allows us, through the recommendations, transformed into action sheets to improve and streamline the implementation of the FCE by national executives on the one hand and on the other hand to test national procedures and serve as a leverage where you deem it necessary. It is important to recall the innovative nature of the alignment approach in a country where national procedures exist in the texts and with a strong culture of project support with external financing. The desired alignment with national systems (strategy, teams and procedures) and the strengthening of national capacities in the long term, in a sustainable and generalized manner should allow, in particular: the steering and implementation of actions by administrative entities (called “perennial” structures for the differentiation of “project” structures, the control and contribution by all actors of the system of the Program’s objectives; the concentration of dialogue on the monitoring of public policies rather than on detailed activities and a strengthening of steering overall of the sector”.
Regarding the distribution of funds, the secretary general of the METFP, Youssouf Boundou Sylla, highlighted the disparity between the 3 ministerial departments concerned. “Technical education has always been absorbed by the Ministry of Education. Over time, we begin to understand the importance that this sector plays in the development process of our country. The budget for the education system as a whole varies between 12 and 15%, the three ministries combined. The Ministry of Technical Education sometimes has less than 3% of the budget allocated to the education sector, so it is paradoxical. If it is true that technical education is the priority of the President of the Republic, there is no reason why we can even move towards parity between the three sub-sectors of education. . So it is a battle that we have engaged. If we want to be serious regarding ourselves and put a smile on the lips of young Guineans, it will go without saying that we make the means available to ensure that they can benefit from adequate training, allowing them not only to take charge of them, but at the same time participate in the social and economic development of the country.
