Government Proposal for Increased Bonuses and Living Allowance: Impact on State Workers and Pensioners

During the plenary session next Sunday, the House of Representatives will discuss the report of the joint committee from the Manpower Committee and the offices of the Constitutional and Legislative Affairs Committees, and the Plan and Budget Committee, on a draft law submitted by the government with a report on an increase in… High cost bonus Exceptional living for employees subject to the Civil Service Law and state workers not subject to it, and by deciding an increase in the exceptional grant for workers in public sector companies and the public business sector, established under Law No. 166 of 2022, and granting pensioners or those entitled to them an exceptional grant, and by amending some provisions of the Social Insurance and Pensions Law. Promulgated by Law No. 148 of 2019.

The draft law comes in implementation of the presidential directives to approve the new incentive package laws and increases scheduled for state workers and pensioners, so that this package is due as of October 1, 2023.

We monitor the most important information regarding the new social protection package directed by President Abdel Fattah El-Sisi, which reflects the political leadership’s keenness to reduce the burdens on citizens as much as possible:

Its estimated annual cost is regarding 60 billion pounds.

With this package, the last two years have witnessed 4 increases in wages and pensions since April 2022.

– Increasing the exceptional cost of living allowance to 600 pounds instead of 300 pounds paid monthly, to all employees of the state’s administrative apparatus, at various job levels.

– 4.5 million employees benefit from the cost of living allowance at an annual cost of regarding 16.4 billion pounds.

Employees of public economic bodies benefit from the bonus, and they number regarding 336.4 at an annual cost of regarding 1.2 billion pounds.

– Increasing the minimum total income for the sixth grade, to 4,000 pounds, instead of 3,500 pounds.

– Increasing the minimum limit for all higher job grades by no less than 500 pounds for all employees of the state’s administrative apparatus and economic bodies.

– Doubling the exceptional grant to approximately 11 million “pension cases” of pensioners and their beneficiaries; To become 600 pounds instead of 300 pounds per month, at an annual cost of 32 billion pounds borne by insurance and pension funds.
