The Chamber of Deputies of the Nation met yesterday from early until dawn today with an extensive agenda that included the sanction of laws such as the «Buy without VAT»the new one rental law and the regime promotion for the LNG industry. They all came out with approval from the majority and uneven support from the deputies of Neuquén, despite the fact that one initiative in particular was highly anticipated due to its impact in Vaca Muerta. How did each one vote?

VAT refund

The project that creates the program «Buy without VAT» and which establishes the 21% refund of purchases made in retail and/or wholesale businesses with a debit card associated with financial entities, with a limit of up to $18,800 monthly.

Of the five deputies from Neuquén, they voted a favor were Bertoldi asked (Front of All), Guillermo Carnaghi (Frende de Todos) and Rolando Figueroa (MPN).

The representatives of Together for Change: Pablo Cervi (Evolución) and Francisco Sánchez (PRO) abstained.

Rental law

The proposal for the new rental law that came from the Senate also came out by majority this morning in the session of Deputies. The initiative maintains the duration of the contracts at three years, but reduces the minimum interval for update the rental price from one year to six months.

This week, when the deputy and governor-elect was asked at a press conference Rolando Figueroa What was your position on this issue? He anticipated that it would only be known in the session.

His vote was finally positive, as well as that of Tanya Bertoldi (Frente de Todos) and Guillermo Carnaghi (Frente de Todos). The deputies of Together for Change, Pablo Cervi (Evolución) and Francisco Sánchez (PRO), were absent for the vote.

They had supported the previous version, which was debated in August, which reduced the update interval to three months and returned to two-year contracts, among other modifications.

LNG promotion

The law to promote the production of liquefied natural gas (LNG) came out in the early morning with a majority vote of the ruling party and the federal blocks and a massive abstention of the opposition of Together for Change. The regulations offer a series of benefits for companies that meet certain guidelines, deadlines, investment amounts and conditions. For Vaca Muerta this is a key regulation.

Strikingly, this did not mean that he obtained unanimous support from Neuquén’s representatives in Congress.

They voted in favor Rolando Figueroa (MPN), who was the main promoter of the law and this morning he said that it was a “historic” day for the province, also Bertoldi asked (Front of All), Guillermo Carnaghi (Front of All) and Pablo Cervi (Evolution-Together for Change).

Francisco Sánchez (PRO-Together for Change) abstained.
