Appointed Qian Yi as deputy director of the State Administration of Grain and Material Reserves; appointed Shen Zhulin as deputy director of the National Data Bureau; appointed Lu Jie as deputy director of the State Tobacco Monopoly Administration; appointed Ma Bing as deputy director of the Civil Aviation Administration of China; appointed Liu Dongshun as Yangtze River Water Conservancy Committee Chairman.

Chen Chunjiang was removed from the post of Assistant Minister of Commerce; Yan Jun was removed from the post of Deputy Director of the State Administration for Market Regulation; Ma Jianhua was removed from the post of Director of the Yangtze River Water Conservancy Commission.
