Río Negro is a pioneer at the national level

The application of Artificial Intelligence in judicial processes left the Río Negro Judicial Branch on the national scene with the issuance of the first six thousand rulings. Public policy is part of its own development and is designed for repetitive processes since it preserves the role of employees and judges for human tasks, which They will never be replaced by the algorithm.

The news regarding the issuance of the first six thousand rulings with Artificial Intelligence slipped into the national agenda: yesterday several national media echoed the technological advance for the resolutions printed by the justice body. It is that the one of Río Negro is the first Judicial Branch in the country to apply this type of development for the delivery of sentences.

The implementation of the system had its structure in the absolute digitization of all files, a process that was accelerated by the pandemic.

Then, thanks to the intervention of the Strategic Planning Center, the body in charge of the design and implementation of the reforms, it was noted that half of the Civil Court files corresponded to cases in which the State is a party, as actor or defendant.

Then the Superior Court of Justice implemented the Contentious Administrative jurisdiction, which was provided for in the Constitution. There was a first pilot test in Viedma, then in Roca and finally in Cipolletti. In Bariloche, the competitions before the Judicial Council are underway.

Within the Administrative Litigation jurisdiction, 80 percent of the cases correspond to tax executions by the Tax Collection Agency and the municipalities. These are mostly citizen debts that The collecting entities execute them to be able to cancel them.

In these cases, the Systems Management of the Judiciary warned that repetitive work was carried out that consisted of manually corroborating the debt certificate and the people’s data: documents, Cuil, cadastral denominations, lots, periods owed.

So a platform was developed with an application of Artificial Intelligence to carry out all those controls that, in person hours, required a lot of time.

“What is required of the Judiciary is speed in resolution and this system gives it a great response capacity,” the developers warned. Furthermore, for the benefit of the workers of the Judicial Branch, their time is preserved for the performance of human tasks that will never be replaced by Artificial Intelligence.

The Contentious Administrative jurisdiction, for example, handles the processing of claims once morest the State: damages for malpractice in hospitals, accidents in schools, protections once morest Public Health.

“The fact that monitoring sentences are resolved with Artificial Intelligence allows agency personnel to deal with conflicts that do require human intervention,” they maintained.

In this development, the Tax Collection Agency of the province of Río Negro adapted its systems to the platform of the Judicial Branch. Municipalities are expected to make decisions in the same sense.

Then, when a lawsuit is initiated, the automatic file is generated and Artificial Intelligence verifies the data on the debt certificates so that they match those of the person being sued. If this stage is passed, the system returns a green tick to continue towards the issuance of the sentence. If errors are noticed, the checkmark is red and is corrected by a human person.

The sentencing model was agreed upon by the judges of the Contentious jurisdiction, as was the fee regulation formula.

In this scenario, the Judiciary counted some six thousand automatic sentences issued with Artificial Intelligence. In the final stage, the judge reviews the content and signs the ruling.

The Judicial Branch of Río Negro It turned the use of technology into a state policy and achieved national recognition. Its systems were requested by other Judicial Branches, since it allows them to exit the paid license scheme, which is very expensive and does not allow adjustments to local needs.

The digital signature, the digital file, the regulation of virtual hearings and even a cell phone application that allows the tracking of files allow legal professionals to litigate from anywhere, without having to physically travel.

Not only do they shorten distances, but what is sought is greater speed in the resolution of the processes.
For all applications, The Judiciary formed an Informatization Committee which is complemented by the work of a considerable group of developers.

The first experience in Artificial Intelligence was the activation of a Chatbot on the institutional page with natural language processing that allows you to interpret questions and develop an agile response.

Absolute digitization also allows access to public information, not only regarding rulings, but regarding statistics and hiring.

They assure that it will not have a negative impact on jobs.

One of the first questions that were raised with the emergence of Artificial Intelligence is what impact it will have on the world of work. Is it possible that it replaces humans and cuts jobs?
Sources from the Judiciary assure that this is not the case and that technology only comes to improve the Justice service and above all to provide it with “greater speed”, one of the main complaints that society has with the Judiciary.

In this sense, the sources consulted maintain that AI is a tool at the service of justice employees and officials.

Officials and judges intervene throughout the process. The issuance of these resolutions only speeds up the process, but does not affect jobs. It is a complementary tool,” they indicated from the organization.

They added that the system is used for standardized, repetitive and low-skilled processes. “AI replaces this monotonous task and conserves human resources for other more complex tasks,” they added.

The province also joined the Federal Bus

At the end of June, the Río Negro Judicial Branch was the first to join the Federal Bus. It is a secure digital information exchange platform, designed first for the Judiciary.

The development was carried out through the Federal Board of Cortes and all the provinces contributed computer scientists to advance collaboratively.

The first nine Judicial Branches to join exchange letters and interjurisdictional demands.
Before the Federal Bus, these procedures were carried out through paper files and were sent by postal mail. They might take months.

A few weeks ago, it was learned that the Cipolletti Labor Chamber obtained documentary evidence through the Federal Bus in contact with a Peace Court in the province of Buenos Aires. The testimony arrived in 20 days and contributed speed to the resolution of the labor dispute. Without digitalization, the letters and notifications depended on the time and possibilities of the lawyers who completed them.

The second stage of this development plans to incorporate external organizations such as banks, collection entities, Afip and public registries (automotive, records, commerce). In this way, all the exchange of trades and requirements will begin to occur entirely digitally and in a secure channel. Time is also measured under the cost-benefit formula.
