The Covid crisis, then the Russian-Ukrainian conflict, created a new world where everything has changed. The global economy has entered a new era of widespread restructuring where economic diplomacy increasingly plays a determining role in strengthening certain alliances and readjusting strategies. All economies suffered and are still suffering the consequences of these crises: increase in debts, reduction in exports and imports, drop in investments… Governments have thus learned, during these crises, to better manage their budgets and their commercial strategies in the face of shortages and new realities of the market. Tunisia is now banking on economic diplomacy. During his last working visit to Russia, the Minister of Foreign Affairs, Migration and Tunisians living abroad, Nabil Ammar, and the Director General of the National Cereals Office, discussed with the Russian authorities , the burning issue of cereals and the possibility of delivering this precious raw material to Tunisia at preferential prices. For his part, his counterpart Sergei Lavrov returned to the depth of the relations which link Tunisia to Russia. “A long friendship,” he said. Tunisia, declares the head of Russian diplomacy, is one of Russia’s main trading partners. In fact, during the first 6 months of 2023, trade reached 1.2 billion dollars. “It’s a good indicator. We will increase purchases of Tunisian products, particularly in textiles and agriculture, and we wish to go further to cooperate in tourism…” indicated the Russian minister. Clearly, Russian-Tunisian diplomacy finds itself at a crossroads where the scale and scope of change call for both governments to further develop their economic diplomacy in the era of large economic blocs and emerging geopolitical ambitions across the world.

Trade facilitation, investment promotion, financial literacy, innovation and digital transformation are all essential elements of any toolbox for an economic recovery that is sustainable, inclusive and responsible, in a world whose contours are constantly shaped by the acceleration of interconnectivity and the reconfiguration of value chains.

These tools are of critical importance to foreign policy decision-makers, as they open new avenues for regional integration and collaboration.
