A few years ago the women moved into the house with a garden and they also have a small child. He mightn’t say anything more regarding the young family because they lived in seclusion. On Tuesday, the municipality of Naarn – responsible for dog keeping – issued a muzzle requirement for the remaining dogs; the animals must also wear bite protection in the garden. The garden fence also needs to be reinforced. Furthermore, it is important that the safety of the small child living in the home can be guaranteed.

In Upper Austria there are no special requirements for keeping certain breeds of dogs. Anyone who wants to get a dog simply needs to complete a six-hour knowledge course beforehand. In those federal states where the law defines so-called list dogs, the American Staffordshire Terrier is on that list. This means that there are specific requirements for keeping these breeds, which vary from state to state.

The leisure safety department in the Board of Trustees for Road Safety (KFV) has called for strict rules for Upper Austria, as they “exist in Vienna or in Lower Austria and Vorarlberg”. This year, numerous people in Upper Austria have already been bitten by dogs, including small children. Specifically, the press release lists seven incidents with serious injuries. The waiver of strict rules for so-called listed dogs as a result of the change in the dog ownership law in Upper Austria two years ago is a “fatal misjudgment” that, according to the KFV, must be corrected.

Vienna is cited as a model, where those listed dogs not only have to be on a leash in public spaces, but also have to wear a muzzle. Owners also have to take a dog driving license and refresh it following just two years. Furthermore, an alcohol limit of 0.5 per mille applies to owners of listed dogs.
