The Mental Health Patient Care Law: Resources, Financing, and Support

The Mental Health Patient Care Law specified the resources of the Mental Health Fund, and stipulated that the Fund’s resources should consist of:

1 – What may be allocated to the Fund from the state’s general budget in the financing section of the funds and accounts of the unified treasury account.

2 – Fees for registering mental health facilities in the records of the Regional Council for Mental Health, up to a maximum of (thirty thousand pounds) for each facility, to be paid in cash or by one of the electronic payment methods.

3 – The fee shall be determined by a decision from the competent minister of health according to the number of facility beds. The executive regulations of this law shall specify the necessary conditions and procedures in this regard.

4 – The total amount of mental health stamps due on the issuance of medical certificates and reports, which is determined by a decision of the Minister responsible for health, at the rate of (thirty pounds) per certificate or report.

5 – The amount resulting from admission for treatment in mental health facilities, which is determined by a decision of the Minister responsible for health at the rate of one hundred and fifty pounds, paid by the facility in cash or by one of the electronic payment methods for each case of admission for treatment there.

6 – Gifts, bequests and donations accepted by the Fund’s Board of Directors, and disbursement of these proceeds is made for the following purposes:

– 40% for independent evaluation procedures.

30% for training.

– 10% to conduct awareness campaigns regarding mental health in the community.

– 10% to support patient rights committees.

– 5% for attendance allowances for members of mental health councils.

– 5% incentives for mental health workers.
