As detailed by the Secretary of Transparency of the Presidency of the Republic, Andrés Idarraga, this is an alleged overpurchase of almost two million anti-malaria medications – 1,996-979 in total.
In practical terms, what the Petro Government justifies is that Ruiz authorized the purchase of a large quantity of medicines that are very expensive and that the country did not need in those dimensions.
“This amount would be enough to treat this disease in Colombia for 373 years, for the population between 5-9 years old, but the problem is that in June 2024 they expire or it might be donated to all of America and there would be leftovers,” said Idarraga.

Faced with the scandal, former president Iván Duque, who was the president during the time the purchase was made, came out to defend his minister.
“Fernando Ruiz is a honest man, a technical health professional who took over the Ministry of Health in the midst of the worst health crisis in recent history and who has had an impeccable career throughout his professional life. Today, due to his opposition to the disastrous health reform that the government has proposed, to return to the days of Social Security, he is persecuted and accused of purchasing medicines at times of great international price volatility. His integrity defeats any attempt to silence his voice,” Duque trilled.
