Rarely have the spotlight been so focused on health spending, on the eve of the presentation to the Council of Ministers, scheduled for Wednesday September 27, of the Social Security financing bill (PLFSS). Among the savings envisaged by the executive, these are the first to be targeted. Even on the ground, players in the sector – hospitals and private doctors in the lead – are closing ranks to make their urgent needs heard.
To achieve savings of between 10 and 15 billion euros in 2024, Bercy put forward the first ideas in June: reducing sick leave requirements and doubling medical deductibles on boxes. of medicines. Dividing measures, but which are far from exhausting, in themselves, the subjects on which the government is expected.
An Ondam up to the task?
The acronym does not speak to the general public, but the national health insurance expenditure objective (Ondam) – i.e. the envelope voted by Parliament for city, hospital and medico-social care – symbolizes each year the fate reserved for the world of health in financial terms. Aurélien Rousseau, the Minister of Health, has already mentioned an increase of + 3.2%. Barely more than the 3% mentioned in the press by the Minister Delegate for the Budget, Thomas Cazenave. For the record, in 2023, this Ondam rose by + 3.7%.
