North Korean dictator Kim Jong-un’s pompous state visit to Russia was not regarding concrete results. It was a demonstration. Sure, Russia needs weapons. Not necessarily high-tech weapons, because the country has an efficient arms industry. The necessary but sanctioned ingredients come via detours from countries that have not joined the Western sanctions. But Russia needs what in military jargon is called mass consumption goods: ammunition, such as anti-tank missiles and artillery shells. North Korea can deliver that. The country also specializes in the modernization of old Soviet weapons. North Korea, in turn, needs high technology for its nuclear and space programs and grain for its starving people. Putin can deliver that.
