Renowned CAF seal of approval

Vienna (OTS) Special award for the Vienna Women’s Service (MA 57)! The municipal department received the CAF seal of quality – for the excellent and innovative public organization.

Vice Mayor and Women’s City Councilor Kathrin Gaál, Municipal Director Dietmar Griebler and the head of the “Public Service and Administrative Innovation” section in the Federal Ministry of Art, Culture, Public Service and Sport, Christian Kemperle and Thomas Prorok, Managing Director of the KDZ Center for Administrative Research, congratulated the awarding of the seal of approval Head of the Women’s Service Vienna Marion Gebhart.

“I warmly congratulate the Women’s Service Vienna and the head of the Women’s Service Marion Gebhart on this very special award! We just celebrated the 30th anniversary of the Vienna Women’s Service. The seal of quality that has now been awarded is once once more a recognition and an award for the great work of the employees and for the high quality of the Vienna administration. With the 24-hour women’s emergency number, the women’s center and offers such as Vienna Daughters’ Day, the women’s service is there for all Viennese women. Thank you for that!” said Vice Mayor and Women’s City Councilor Kathrin Gaál.

“Through the application of the CAF and the quality seal process, quality and change management was structurally implemented in MA 57 and successfully advanced despite the pandemic,” says Christian Kemperle, section head of the “Public Service and Administrative Innovation” section in the Federal Ministry for Art, Culture and Public Service.

“In times of debates such as MeToo and sexual violence once morest women, ZERO tolerance for any form of assault is incredibly important as an awareness-raising social factor. “With the CAF seal of quality, the Vienna administration receives external confirmation that this department is working 1A and is making a significant socio-political contribution,” says Municipal Director Dietmar Griebler.

“The women’s service is a role model for the entire public administration and for its social commitment. The organization deserves the CAF seal of approval and I would like to thank everyone involved for their commitment,” said Thomas Prorok, Managing Director of the KDZ Center for Administrative Research.

“After many years of self-assessment, it is important to look from the outside in order to be aware of any blind spots that may exist and to become more active in such areas in the future. “It is also a great pleasure and fills me with pride that the work and commitment of the colleagues in MA 57 has received such an award,” says Marion Gebhart, head of the Vienna Women’s Service, happy regarding the award.

CAF seal of quality for excellent public administration

The CAF, Common Assessment Framework, is a European model of TQM, Total Quality Management, and was developed using a self-assessment guide for public administrations. The central objectives of the CAF application are the further development of public administrations and the improvement of the services of the public sector at the federal, state and local levels for citizens towards good governance.

The KDZ is appointed by the Federal Ministry of Art, Culture, Public Service and Sport as the Austrian CAF center and is therefore responsible for informing and supporting CAF users and interested parties.

At CAF, a team from all areas of a department evaluates points from various subject areas that define modern public management and good governance. These include the topics of leadership, personnel, partnerships, budget, knowledge, IT, processes, citizens and customers, social responsibility and key performance.

The advantage of the CAF is that it does not require external parties to evaluate a department. Strengths and weaknesses, as well as areas for improvement or improvement measures that need to be taken, are identified by internal employees. This self-assessment leads to a continuous improvement process that further develops the quality of the organization. The CAF has now established itself as a recognized tool for administrative reform. By intensively involving employees, the CAF enables sustainable change in the organization.

After implementing the CAF, organizations can apply for the “CAF Seal of Quality” certificate from the Austrian CAF Center. Two experienced experts from the public sector analyze the organization, provide comprehensive feedback on further development and decide whether to award the CAF seal of quality.

The CAF seal of approval is a certification for excellent and innovative public organizations recognized at European and international levels.

To the diverse interest groups of public organizations (citizens, customers, companies, suppliers, etc.), the CAF seal of quality guarantees a high level of quality and service orientation as well as an efficient administrative organization./Conclusion
