Flexible “air hundreds” on the A10 in Salzburg should be repealed

Then Tempo 130 should apply once more permanently. Like LHStv. According to current media reports, Marlene Svazek (FPÖ) explained that air pollution has been well below the limit values for three years. The planned measure has met with criticism from the Greens.

There is no longer any basis for the “air hundred” on the A10, environmental officer Svazek told ORF. A study available to the country clearly shows that the limit values for nitrogen dioxide have consistently been undercut for some time. The results of the investigations would also give the state of Salzburg long-term security that it might herald the end of the IG-L hundred. It is not to be expected that the limit values will be reached once more, even if Tempo 130 is reintroduced.

The main reason for the better air quality is the better exhaust gas cleaning in the cars since the diesel scandal in 2015 and the increasing proportion of electric vehicles. According to Svazek, the ordinance to lift the speed limit is now to be worked out. After the necessary assessment periods, the “air hundred” on the approximately 27-kilometer section of the A10 is expected to be history at the end of October or beginning of November.

Increase in e-cars as a reason

As the “Salzburger Nachrichten” (SN) reported in its current Saturday edition, the basis for the repeal is a report by the Swiss company Ökoscience, on whose expertise the state of Salzburg has relied for years. The future development of nitrogen oxide emissions near Hallein was examined – and what a lifting of the speed limit would mean. The result: In view of the increase in e-cars, it seems impossible that the EU limit of 40 micrograms per cubic meter will be reached once more near Hallein. And in the following years it is unlikely that even the Austrian limit (which is 35 micrograms) will be reached once more. It also contributes to the fact that the exhaust emissions from cars have improved significantly since the diesel scandal burst.

“We will not impose an ideological speed limit, but will follow the recommendation documented with clear figures to abolish the IG-L 100 on the A10 Tauernautobahn in the state of Salzburg,” Svazek is quoted as saying in the SN. Alexander Kranabetter, head of the immission control department at the State of Salzburg, explained that the IG-L is only regarding air pollutants, not regarding a speed limit due to climate protection. “If we no longer exceed limit values, then there is no legal basis for measures.” Three criteria must be met: the limit value must not have been exceeded for three years, if the measure is discontinued, compliance with the limit value must continue and emissions must decrease. The highest value was measured on the A10 near Hallein in 2003 – with 61.6 micrograms of nitrogen dioxide per cubic meter. In the previous year, this value was 30.7 micrograms, this year the annual average is 29 micrograms.

criticism from the Greens

The Green Club chairwoman Martina Berthold described the planned cancellation of the “air hundred” as a “slap in the face for all those people who care regarding the future”. Black and blue are letting people down with this measure. “For more and more people in Salzburg, the climate crisis is a real danger on their own doorstep,” Berthold referred to the assessments of the Institute for Alpine Natural Hazards at BOKU Vienna. “Accordingly, every seventh building in Austria is threatened by extreme weather events. In Salzburg, too, we had an extreme heat wave in the summer and just a few days ago there were flood events. More and not fewer climate protection measures are now needed to protect the people of Salzburg.”

In autumn 2022, the state of Salzburg lifted the flexible 80 km/h limit introduced in March 2015 on a 10.3-kilometer section of the A1 Westautobahn in the city of Salzburg. The then environmental officer LHStv. Heinrich Schellhorn (Greens) justified the decision by saying that the legal basis for the speed limit had been removed. The limit values for air pollutants have been complied with for three years and should not be exceeded in the future either.
