Some were found dead in a hallway outside the rooms, and the owner and his son were among the dead, said Nahum Tarroza of the Fire Protection Office.

Three people survived with injuries jumping from the top floor of the two-story factory in a panic, Tarroza added. All were taken to a hospital.

Firefighters arrived regarding 14 minutes later because rain and wind caused flooding and traffic jams and were misdirected, the official added.

The fire in the Pleasant View residential enclave, in the town of Tandang Sora, in the suburbs of Quezon, was extinguished in two hours. The authorities were investigating what happened.

Combustible materials and textiles used to make garments were stored at the factory and designs were also printed on promotional T-shirts, according to local officials.
