Extended Suspension and Disciplinary Procedure at the Walloon Parliament: Updates and Controversies

This Tuesday morning, the members of the Bureau of the Walloon Parliament (the management body of the institution) held a first back-to-school meeting. No decision, we say to President André Frédéric (PS).

In a statement, the PTB argues the opposite: “Today, the Bureau of the Walloon Parliament met as part of the disciplinary procedure aimed at the Clerk of Parliament. Result: neither white smoke nor gray smoke. The extension of the suspension of the clerk decided this morning extends the period of uncertainty in Namur “. Recontacted in the process, President André Frédéric fulminates: “No decision in this regard has been made! ” he maintains categorically. And he recalls in passing that the leader of the PTB, Germain Mugemangango (who signs the press release) does not sit in the Bureau of Parliament. Even if all the political groups, majority as opposition, are represented there.

No choice

So, decision or not? Germain Mugemangango wants to qualify: “The Bureau is moving towards this decision to extend the suspension for 6 months. There is an agreement. But for a decision to be recorded, the clerk must be able to face it and position himself beforehand. He must say if he is for or once morest“, explains MP PTB.

As a reminder, Registrar Frédéric Janssens was suspended for the first time on September 15, 2022 for 6 months. On March 6, 2023, the new Board set up in December 2022 decided to extend the preventive suspension for 6 months from March 15, with deduction of 20% of his remuneration and restitution of the benefits in kind from which he still benefited.

This decision therefore expires on September 15. The legal proceedings are not sufficiently advanced for the Bureau to find a solid legal basis and to proceed with a final disciplinary sanction. So, new extension in sight. For the Bureau of Parliament, there are not so many other options.
