Bourg-Saint-Pierre Municipal Council Resigns En Bloc: Frustration with Canton’s Slow Progress

The Municipal Council of Bourg-Saint-Pierre (VS) resigned en bloc this week, he said on Friday, confirming information from the daily Le Nouvelliste. He thus shows his fed up with “the slowness of the canton in several files”.

The executive announced his resignation to the canton via a letter. “The situation has lasted long enough. As all the steps we have taken so far have not worked, we have decided to put a good deal of pressure. We thus hope to unblock the situation”, explained the president of Bourg- Saint-Pierre Gilbert Tornare (PLR).

The municipality deplores “the unacceptable length” of the procedures and decisions of the canton in important files from an economic point of view. It is in particular a question of the early renewal of the concession of the Toules dam, “which has not yet been officially approved while the necessary documents were filed in 2016 and no opposition has come to delay the procedure”, specifies Gilbert Tornare.

The executive also mentions the detailed development plan (PAD) of the Combe de Barasson wind farm, for which the procedure “also has been going on for many years”.

“Only way to be heard”

“We have the impression that these delays are taken by a lack of coordination of the various services which treat this kind of files”, explained Friday evening Gilbert Tornare in the program Forum of the RTS. According to him, the wait has been going on for 7 years for the wind farm, just like for the renewal of the Toules dam concession. “If we don’t go to information, nothing comes from the State to keep us informed of the progress of the work”.

“It is not a decision that was taken lightly, and in any case not with pleasure”, he added regarding the resignation of the Municipal Council. “But we felt so deprived that it seemed to us the only way to really make ourselves heard”. Rather than an irrevocable decision, he evokes a “hold” of the Municipal Council and hopes for an acceleration of decision-making.

“In no one’s interest that the situation continues”

The head of the Department of Security, Institutions and Sport Frédéric Favre confirmed that he received the decision to resign from the Municipal Council of Bourg-Saint-Pierre on Thursday. “I will first analyze it with the Department of Internal and Communal Affairs,” he said.

The PLR ​​State Councilor would like to point out that with regard to thearticle 174 of the law [valaisanne] on political rights, elected officials must remain in office until the entry into force of the decision accepting their request for resignation. “It is up to my Department to accept or refuse such a resignation. I will therefore make a decision as soon as the analysis has been carried out”, he added.

Gilbert Tornare hopes for his part that discussions will be held for a positive outcome. “It is in no one’s interest for the situation to continue,” he said, also saying he expected the Canton to refuse the resignation of the Municipal Council.
