Ensuring Health and Safety in Dubai: Municipality Sets Requirements for Swimming Pool Safety

Dubai Municipality stated that it has finished covering all institutions related to health and safety, which are subject to its oversight within the control programs specified during 2023, and according to the work plans established in the smart inspection system, in order to ensure compliance with the approved controls and requirements.

Dr. Nassim Mohammed Rafi, Director of the Health and Safety Department at Dubai Municipality, explained that the municipality has set seven requirements to ensure the safety of swimming pools and prevent their visitors from drowning, and has been keen to conduct periodic inspections to ensure that all requirements are met.

The safety requirements for swimming pools are the need to secure the swimming pool area from entering children without supervision, and not to enter unauthorized persons into the pool area during and outside the pool operating times, as well as the availability of the necessary safety equipment in the public swimming pool, such as an air supply device for resuscitation, and a box First aid, rescue equipment and life hoops, ensuring the availability of the general guidance board, and the availability of depth markings.

And she continued, “Among the requirements is also the necessity of having a sign prohibiting diving in a clear place in Arabic and English, and ensuring the general cleanliness of the pool water and facilities, and the availability of reports of the results of water samples from the swimming pool proving that the pool water is free of any pollution, in addition to making sure that appropriate equipment is provided, to add Disinfectants and chemicals in the swimming pool, and control their proportions, within the permissible limits.

Among the requirements imposed by the municipality is the need to respond to customer reports regarding the safety of the pools, such as (the lack of cleanliness of the swimming pools, and the lack of safety and rescue equipment).

Dr. Naseem pointed out that the municipality has implemented a number of initiatives to maintain public health and safety in the emirate, most notably the Safe Residential Buildings initiative for the owners and operators of residential buildings, where the owners and operators of residential buildings were introduced to the most important health and safety requirements that must be provided, including the requirements for the safety of swimming pools. The most frequent violations and reports, in addition to the causes of drowning accidents, in order to increase the awareness of owners and operators of the requirements and standards that must be applied.

Among the initiatives, she also launched the “Our Summer is Safe” campaign. The campaign includes several axes, including raising awareness of safety requirements in public and private swimming pools, and the most important guidelines for avoiding drowning accidents.

She confirmed that the municipality has implemented intensive control campaigns in buildings and complexes to verify the application of health and safety procedures in swimming pools, in addition to collecting random water samples from swimming pools and examining them in the Dubai Central Laboratory, to ensure that water samples conform to approved standards, and the Health and Safety Department implements programs. Awareness, by publishing educational excerpts on the safety requirements of swimming pools on various means and social media channels, and investigating drowning accidents in swimming pools, to find out the causes and work to develop improvement measures to avoid the recurrence of such accidents.
