More than 37,000 Hydro-Quebec customers were without power Wednesday morning.
The Valero refinery in Saint-Romuald was also there. As a preventive measure, all production units were shut down at the Jean-Gaulin refinery, located on chemin des Îles.
“As expected in such a situation, the refinery’s emergency systems went into operation. This resulted in higher than usual releases at the flare. […] The refinery’s emergency coordination center was quickly mobilized and the situation is under control,” the company said in a press release.
The areas affected were Saint-Nicolas, Saint-Romuald and downtown Lévis. The interruption lasted regarding thirty minutes.
Hydro-Quebec spokeswoman Annie Beaudin said the outage was caused by a break in an underground cable. “It’s a contractor who hooked an underground cable during a digging operation, near Lévis,” she says.
Shortly following noon on Wednesday, most Lévis residents had their electricity restored.
Around 2 p.m., 678 customers were still without it due to three breakdowns.
