Revitalizing the Ohio River Valley Economy: A State-of-the-Art Energy Storage Company and the Inflation Reduction Act

A state-of-the-art energy storage company is building its main manufacturing facility on the site of a former steel mill in Weirton, West Virginia. The project was possible thanks to the incentives of the Inflation Reduction Act (IRA) signed by President Biden. The plant, owned by Form Energy, will produce iron-air batteries capable of storing electricity for 100 hours, using iron, water and air instead of lithium. The $760 million project will create 750 permanent, high-paying jobs.

The Weirton Steel Mill, once the largest employer in West Virginia and the center of the steel economy in the Ohio River Valley, fell into disrepair in the 1970s due to cheaper foreign steel and lax regulations. The closure of the mill devastated the local economy, forcing residents to seek employment elsewhere. The construction of the battery plant is seen as a potential opportunity for revitalization in the community.

The IRA’s carbon reduction incentives aim to reduce carbon emissions and bring manufacturing jobs back to America. Since the passage of the law, numerous clean energy manufacturing facilities, including battery manufacturing facilities, have been announced. Form Energy is committed to providing decent wages and working conditions, consistent with IRA requirements. The law also reserves tax credits for manufacturing facilities in former coal mining communities.

While the battery plant is expected to create jobs and contribute to the clean energy economy, there are challenges, especially around unionization. The IRA does not directly require companies to employ union labor, although Form Energy has committed to employing some union workers. The labor movement in West Virginia and the green industry as a whole face obstacles in terms of unionization. However, efforts are being made to organize and strengthen the labor movement in these sectors.

Despite the challenges, construction of the battery plant is viewed as a positive step toward revitalizing the Ohio River Valley economy. While it may not alone solve all economic problems, it serves as a trailblazer in the transition to clean energy and green jobs.
