Two and a half years following the Nación and the provincial government announced that 1,326 homes would be built in Río Negro, none of these constructions were started.
The last exit promoted by the Province corresponded to a law where the The State of Rio Negro guarantees a higher value of the square meter of construction and the payment on time for the companies. But, this week, it was learned that this co-financing is not enough and the awarded firms do not want to sign the respective contracts.
Work was expected to begin in August in the neighborhoods of Viedma, San Antonio, Cipolletti and Villa Regina, but that will not happen.
The UOCRA reiterates its concern because this delay keeps many workers in the sector inactive.
The initial agreement between the Province and the Nation dates back to January 2021, following which various setbacks occurred, such as the disinterest of companies in the low official prices.
The general secretary of the union in the Atlantic zone, Damián Miler explained the new inconvenience in which the Province modified “the rules of the game” and, in addition, warned that there is a lack of management in front of the Nation. “For something things are not very clear. There is always talk regarding assumptions and what is happening in other provinces with certain companies”, manifested.
He recounted a meeting of the UOCRA sections with the government to express concern, since “We are running out of public works, mainly in Viedma. We trying to bring the parties closer. It is also true that if we do not go to Buenos Aires, we cannot raise situations for Río Negro”, he insisted.
In radio statements, Miler recalled that the housing plans “come with national financing but, according to the costs that he had foreseen for Río Negro, they did not arrive because it had a lower value than that of Chubut when the region -historically- had the same cost. Nation -he added- made differentiated values and they did not give the costs ”.
“The first call for bids, there was a much higher price and it was not accepted, so it was re-bid. The values of the agreement or the housing project were adapted, and progress was made until the co-financing law might be specified to equate the values”.
The union leader remarked that “once the law is approved”, the provincial government modified its “strategy and offers only the financial advance”, but “does not advance in the construction of the services” of the lots.
Initially, Viedma, Cipolletti, San Antonio and Regina were the tenders that already had the “financial no objection” and whose construction might begin immediately, from the signing of the contracts by the companies.
Of the 185 in Viedma, 150 have already been awarded, which correspond to the municipality and the Santa Clara Cooperative, and the other 35 units belong to the UOCRA, which do not have their future owners. “We wait, we don’t play with the expectation of the people, that it starts, that it doesn’t start. In the other 150 there are families who are waiting and some are already paying for the house, the services and they are desperate because of this commitment”.
He recalled that there were meetings with Minister Carlos Valeri and the Chamber of Construction where they “agreed to move forward with the services, set the economic value so that companies would not have any inconvenience and, in some way, compensate for the deficit that was produced with the national government with this co-financing law”.
He considered that it is the Province “who now changes the rules of the game since it would eliminate the works of services”, which was “the strategy to be able to carry out the houses. Today the Nation has eliminated the financial advances of work and the province goes out to cover them.
