When installing Windows 11 via official installation media (ISO or the Media Creation Tool) it is necessary to answer a few questions in order to specify information such as the language for example. It has been noticed that some bloatware like Candy Crush is not installed if the selected region is English (World or Europe). The installer and OOBE are unable to handle the related language codes either “en-001” for World English and “en-150” for European English.

When you select Global or European English as the region, Windows 11 online and offline services fail to communicate with servers. Suddenly the OOBE (Out of Box Experience) is unable to recognize the region and the error message “OOBEREGION” appears. It can be ignored in order to continue the installation. It is supposed to run smoothly while avoiding the installation of some third-party bloatware.
