Marc LAMÉNIE, special rapporteur for the Finance Committee, has produced budgetary control over the National Office for Veterans and War Victims (ONACVG), which will become at 1is January 2023 the National Office for Combatants and War Victims. This check highlights an actor unknown to the general public despite a historical and fundamental role: express and implement the recognition of the Nation towards the veterans who fought for it.
Moreover, ONACVG is an operator with modest means and in decline, because veterans, on average very old, are fewer and fewer. However, if the historical mission of the Office decreases, this is not the case for its many other powers : the Office is thus the one-stop shop for aid for returnees, it carries out memory work on the Algerian war and overseas operations, accompanies the pupils of the Nation and the Republic, is a partner of National Education and the Department of National Service and Youth of the Ministry of the Armed Forces, etc.
With 400 agents spread over a network of 104 local offices, the special rapporteur considers that the means of the Office reach a minimum level below which its operation would be called into question. It recommends strengthening its skills with regard to the conservation and transmission of memory, as well as links with young people and communication around the “Bleuet de France” and sanctuarizing its resources.
The report thus makes 7 recommendations to improve the implementation of the many missions entrusted to the ONACVG.
