The City of Huy has been talking regarding this project for a few years now. The general manager, Michel Borlée, has refined it so that this future administrative city can accommodate municipal staff in the best conditions. Why an administrative city? Currently, the various communal services and the CPAS are scattered in several buildings, in addition to the town hall, almost everywhere in Huy. The City of Huy wants to fight once morest climate change, it wants to promote sustainable energy policies.
In order to facilitate the work of the teams while offering them good working conditions, to reduce the energy costs linked to operation in old buildings, the Huoise municipal majority has therefore decided to bring them all together in a single structure which will be located on the left bank. In an administrative city which will be designed in compliance with environmental standards, with particular attention paid to energy efficiency.
So where is the future administrative city? Where there are many houses and old shops abandoned by their owners. The City acquired them. And there, today, she launches the first works. Work which, in fact, began on Monday and which prepares for the demolition of the buildings on Avenue des Fossés. These are the buildings at numbers 20, 22, 22a, 22b, 22c as well as the former Tom&Co on rue Axhelière.
“We started with the asbestos removal workexplains acting mayor Éric Dosogne. There were corrugated sheets on the roofs that contained asbestos, as well as possibly in the asbestos-insulated heating pipes. And that is in progress.” Then, place for demolition? No, to deconstruction. “Deconstruction is done phase by phase and we recover the materials that can still be. We put everything flat. Once it’s started, it can go quickly.”
Asbestos removal and deconstruction are part of the first stage of this major project. Because it is necessary to clean up the site before considering constructing the new building. “It will take a little time which is necessarycontinues Michel Borlée, Managing Director. But it will go quite quickly, it’s a project of a few weeks.” And then ? Ecetia has appointed a project author, the City will continue to work with him. The City of Huy had decided to go through the intermunicipal company (which supports local authorities in such large projects) for the construction of its administrative city via the establishment of a framework agreement. Ecetia financed the project, the City of Huy rented the building to him before, possibly, buying it back from him. The cost of the project had been estimated at 27 million, it was however revised downwards to 20 million and the City received European subsidies of 7 million. This gave him the desire to take up his marbles and carry out this vast project alone. It has therefore regained control and will be the direct owner of its administrative city. “We have taken over the contract with the project designer Archipelago, from Brussels. There, we are finishing the sketch that the project designer will soon be able to present to the municipal college.” continues the general manager. In November, the City will submit the application for planning permission to the Walloon Region and at the same time, it will launch the specifications to find the contractor who will take charge of the construction.
When are the works? For the end of 2024 and they should be completed in the course of 2025. Once the building has been delivered, the municipal services will then be able to begin the big move.
