The 2023/24 UEFA Europa League play-off draw takes place at the House of European Football in Nyon, Switzerland, at 1 p.m. on Monday.

Draw conditions

In accordance with paragraph 13.05 of the 2023/24 UEFA Europa League Regulations, teams are seeded and drawn according to principles established by the Club Competitions Committee (CCC) to ensure that eight clubs eliminated of the UEFA Champions League (champions path) are drawn once morest each other.

The Rules do not provide for country protection in this draw.

Due to this year’s access roster rebalancing which led to only two teams qualifying for the UEL 3rd qualifying round instead of 3 (and 7 teams instead of the 6 foreseen by the regulations directly qualified for the UEL play-offs), in accordance with the decision of the CCC, the seventh team directly qualified for the play-offs (i.e. team from association 14) remains in Priority 4, as originally provided by the Regulations.

As decided by the UEFA Executive Committee, teams from Ukraine and Belarus cannot be drawn once morest each other.

Teams are ranked in the following order of priority:

Priority 1

The six teams from associations 7 to 9 and 11 to 13 (Netherlands, Austria, Scotland, Serbia, Ukraine and Belgium) which go directly to the play-offs.

Priority 2

The six teams that advance to the play-offs through the UEFA Champions League third qualifying round (champions path), referred to for the purposes of this draw as matches 1-6.

Priority 3

The five teams that advance to the play-offs through the third qualifying round of the UEFA Europa League champions path, designated for the purposes of this draw as the winners of matches 1-5.

Priority 4

The team from association 14 (Switzerland) which advances directly to the play-offs and the two teams which advance to the play-offs through the third qualifying round of the UEFA Europa League main path, named for the purposes of this draw draw as the winners of matches 6 and 7.

Any change of date and any reversal of match will be communicated in writing to clubs and national associations on August 8, before 6 p.m.

Draw procedure

The following devices are in place:

• A hat bearing the Priority 1 label containing six balls, representing the six teams from associations 7 to 9 and 11 to 13 (Netherlands, Austria, Scotland, Serbia, Ukraine and Belgium) which go directly to the play-offs.

• A hat labeled Priority 2 containing six balls, representing the teams participating in the play-offs from the UEFA Champions League third qualifying round (champions path).

• A hat labeled Priority 3 containing five balls, representing the teams taking part in the play-offs from the UEFA Europa League third qualifying round (champions path).

• A hat labeled Priority 4 containing three balls, representing the team from association 14 (Switzerland) going directly into the play-offs and the two teams going into the play-offs from the UEFA Europa third qualifying round League (main route).

The draw begins by drawing three teams from Priority 1 once morest three teams from Priority 4, as follows:

• One ball is drawn from the Priority 1 hat and one ball from the Priority 4 hat. Both balls are placed in an empty hat and shuffled. The first team drawn plays the first leg at home once morest the second team drawn.

• This procedure is repeated to determine the second and third matches.

The remaining three teams in the Priority 1 pool are then drawn once morest Priority 3 teams, as follows:

• One ball is drawn from the Priority 1 hat and one ball from the Priority 3 hat. Both balls are placed in an empty hat and shuffled. The first team drawn plays the first leg at home once morest the second team drawn.

• This procedure is repeated to determine the fifth and sixth matches.

The two remaining teams in the Priority 3 pot are then drawn once morest teams in the Priority 2 pot, as follows:

• One ball is drawn from the Priority 3 hat and one ball from the Priority 2 hat. Both balls are placed in an empty hat and shuffled. The first team drawn plays the first leg at home once morest the second team drawn.

• This procedure is repeated to determine the eighth game.

The four remaining Priority 2 hat balls are then drawn one following the other to complete the ninth and tenth matches (open draw). The first team drawn plays the first leg at home, once morest the second team drawn. Likewise, the third team drawn plays its first match at home once morest the fourth team drawn.

Further information, Ukraine and Belarus

In case the balls containing FC Zorya Luhansk and the pair containing FC BATE Borisov are drawn once morest each other, the second drawn team will be moved to be the away team in the draw of the next match . A ball will then be shot directly into the appropriate Priority hat to complete the initial first match with another team.

Then a ball will be shot directly from the other relevant Priority hat to complete the match with a home team in the first leg.

However, if FC Zorya Luhansk is the last remaining team in the Priority 1 pot and FC BATE Borisov is designated as the home team in the first leg of that match, FC BATE Borisov will be moved to be the home team in the first leg. of the next game. A ball will then be drawn directly from the remaining balls in the Priority 3 pot to complete the match with a new home team drawn to play once morest FC Zorya Luhansk.

Then a ball will be drawn directly from the Priority 2 hat to complete the match involving FC BATE Borisov by awarding an away team.

• Matches 1-3: three of the six teams in Priority 1 are opposed to the three teams in Priority 4.
