Aid of 10,000 euros for tobacconists affected by the riots

A decree, published this Thursday in the “Official Journal”, announces that the managers of a tobacco shop will be able to request the benefit of a lump sum aid, in the amount of 10,000 euros, in return for the ransacking linked to the urban riots which occurred in the followingmath of Nahel’s death, at the end of June. This aid can only be paid once, specifies the decree.

The tobacconists, or the professional unions who will make this request, will have to provide proof, to the General Directorate of Customs and Indirect Rights of Bercy, of the closure of the trade for at least three consecutive days, due to “damage, destruction or theft that occurred during the violence that took place between June 27 and July 5. This can be done until September 15. The customs service may possibly carry out checks to verify the eligibility of the tobacconist, warns the decree.

“It is very important not to let them down”, declared the Minister Delegate in charge of Public Accounts, Thomas Cazenave, traveling to a disaster-stricken tobacconist in Talence, in the suburbs of Bordeaux, to present this measure.

“It’s a local business, it’s part of the life of our cities and of social ties. It is important to be by their side and to allow them to restart in the best possible conditions”, he added, quantifying the total envelope at “a little more than two million euros”. This flat-rate aid must in particular make it possible “to support the security of businesses”, he specified.

The PMU and the Française des Jeux in support

According to the latest report from the National Confederation of Tobacconists, 545 tobacconists were damaged, including 64 burned down and completely destroyed. The Confederation, which estimates that around 30% of the tobacco shops ransacked during the riots are still closed, assessed – with the network’s benchmark insurance, La Mudatef – the loss ratio “at more than 20 million euros”. “People have lost an economic life, a commercial life”, we deplore at the confederation.

The PMU and the Française des Jeux, strongly present in the activity of tobacconists, have also announced support measures. The PMU has planned to release 1 million euros to replace the destroyed computer equipment and to grant cash advances. La Française des Jeux has, for its part, promised that it will use its “rebound fund”, with an area of ​​15 million euros, to “help restore damaged points of sale”. Measures which will come into force at the start of the school year, according to the confederation.

Public support for the sector

The flat-rate state aid is in addition to a support package of 100 million euros – spread over the period 2023-2027 – aimed at supporting tobacconists in the face of the continuous drop in consumption. of tobacco in France, but also competition from the contraband trade, which came out reinforced by the looting, the confederation believes.
