NORKA ROOTS: Empowering Expatriates in Rebuilding their Lives

NORKA ROOTS provides many services to those who have ended their life in exile and are returning to their country and are currently living as expatriates. Many people are not well aware of the services provided by Norca. Therefore it is not possible to avail these services. Let’s try to know regarding the main services provided by Norca.

∙ Consolation

Santhvana is a relief fund to help expatriate families who are struggling financially and physically following returning home. Through this scheme, the dependents of deceased expatriates will get financial assistance up to Rs. Persons with disabilities will receive up to Rs 10,000 for purchase of assistive devices and those with serious illnesses will receive up to Rs 50,000 for medical assistance. Apart from this, expatriates can get up to Rs 15,000 for their daughter’s marriage through this scheme.

∙ NORCA Department Project for Returned Emigrants (NDPREM)

Through this scheme, expatriates returning to the country can start self-employment or small enterprises. For this, the enterprises will get Rs 1 lakh to Rs 30 lakh through NORCA. NORCA offers 15 percent capital subsidy (maximum three lakhs) and three percent interest subsidy (up to four years). For this contact Regional / District Offices of NORCA.

Who can apply?

Under this scheme, those who have returned following working abroad for at least two years can apply. Along with this, non-resident associations, companies and societies formed by non-residents are also eligible to apply through the NDPREM scheme. The project will be implemented through 18 financial institutions in the state.

∙ Expatriate security

The Pravasi Bhadrata Scheme is designed to help those who have lost their jobs due to the Covid crisis and are returning to work outside Kerala. It has three sub-schemes namely Pravasi Bhadrata Pearl, Micro and Mega. Pravasi Bhadrata is implemented by Pearl Kudumbashree Mission. An interest-free loan of Rs.2 lakh is available through this scheme. Repayment is within two years. Self employment loan up to five lakh rupees can be availed through Pravasi Bhadrata Micro. For this one can apply through KSFE and Kerala Bank.

Loans will also get a loan subsidy of 25 percent (up to a maximum of Rs. 1 lakh). Entrepreneur loans ranging from Rs 25 lakh to Rs 2 crore will be available through Pravasi Bhadrata Mega Scheme. This project is implemented by KSIDC (Kerala State Industrial Development Corporation).

∙ ID card

NORCA provides various types of ID cards and insurances to Malayali expatriates. These are Pravasi ID Card, Students ID Card, NRK Insurance Card and Pravasi Raksha Insurance Policy. Through this, expatriates can easily ensure the help of NORCA in times of need.

∙ Norca Institute of Foreign Language (NIFL)

Language is often a problem for those seeking employment abroad. NORCA Institute of Foreign Language (NIFL) is an initiative of NORCA ROOTS to help such candidates improve their foreign language proficiency and employability. NIFL operates in Thiruvananthapuram. NIFL will also start in Kottayam and Kozhikode cities in the near future. OE T, IELTS, German courses are taught up to CEFR A1, A2, B1 and B2 level. It will also help the candidates to avoid additional expenses as the fees will be relaxed

∙ Emergency Ambulance Service

A free emergency ambulance service is provided to deliver the remains of expatriate Malayalees who die in foreign countries to their homes. This service is also available to disadvantaged Malayalees returning from illness. Apart from Kerala airports, this service is also available from Mangalore and Coimbatore airports.

∙ Norca Business Help Center

NORCA can help expats who want to start a business. Norca Business Facilitation Center (NBFC) Thiruvananthapuram Thaikkad is working for this purpose. Norka Business Assistance Center aims to create more job opportunities in Kerala by utilizing the experience of expatriates

∙ Emergency Repartition Scheme

This project aims to bring the expatriate Malayalis abroad to the country/hospital in case of emergency.

∙Emigration Legal Aid Cell

This cell works to provide legal assistance to expatriates in foreign countries. This service is free of charge. Free service of Malayalam lawyers abroad.

The Expatriate Legal Aid Cell conducts expert assistance for translation in various languages, legal advice on compensation/mercy petitions, legal awareness programs etc. This service is currently available in UAE, Kuwait, Saudi Arabia and Qatar.

∙ Operation Shubhayatra

Operation Subhayatra aims to prevent illegal recruitment abroad, visa fraud and human trafficking. In case of such incidents, use this service to file a complaint. The Protector of Emigration in the Ministry of External Affairs and the Kerala Police are also joining hands with Norka Roots in the project. A state cell with Crime Branch IG nodal officer and anti-human trafficking units in the districts are working as part of the scheme.
