ALGIERS- Prime Minister, Mr. Aïmene Benabderrahmane chaired, Monday in Algiers, the installation ceremony of the National Advisory Council for the Promotion of Exports, responsible for the definition, regulation and evaluation of the National Strategy in export promotion.
The installation ceremony took place in the presence of several members of the Government and the President of the National Economic, Social and Environmental Council (CNESE), Bouchenak Khelladi Sidi Mohammed.
In his speech on this occasion, the Prime Minister affirmed that this advisory body constituted “a high-level institutional mechanism”, which represents a “pivotal station, reflecting the frantic pace that the President of the Republic, Mr. Abdelmadjid Tebboune, has wanted to give to the efforts made to meet the challenge of promoting non-hydrocarbon exports, one of the major projects of the in-depth reform of the national economy, which he undertook to carry out in his program”.
For Mr. Benabderrahmane, these efforts have made it possible to record, over the past three years, “brilliant” results in terms of the value of non-hydrocarbon exports, despite the global health crisis which has largely disrupted global economic activity and created significant disruptions in value and supply chains as well as in global markets, especially in consumer commodity markets.
These economic exploits are accompanied by the strong comeback of Algeria on the diplomatic scene, exploits which are part of Algeria’s approach aimed at regaining the place that suits it in the concert of nations, its natural place among the big countries, thanks to its strategic location as a gateway linking Europe to Africa, and to its significant natural resources and human wealth, said Mr. Benabderrahmane.
The installation of the Council comes in application of the instructions of President Tebboune which he gave while he chaired the activities of the 1st edition of “the Exporter’s Medal of Honor”, on July 11th.
He also affirmed that the installation of this Council is “a new stone which is added to the national development process”, noting that this Council will constitute an institutional framework bringing together all the actors of export, ministerial sectors, establishments, organizations, representatives of different Chambers, professional associations and associations of exporters from different sectors.
Its composition reflects the participatory approach adopted by the public authorities in economic management, and the future prospects targeted by the country in terms of exports, indicated the Prime Minister.
This will take the form of full access to African markets and other markets that guarantee the chances of success for producers and the national product, on the one hand, and the development of participation in the knowledge economy, in particular through Algerian start-ups which have shown great capacities in terms of innovation and competitiveness, on the other hand.
Reviewing the missions entrusted to this advisory body, the Prime Minister specified that it was mainly responsible for determining and evaluating the national export strategy, as well as supervising its implementation.
The Council proposes the legislative, regulatory and institutional provisions to facilitate the act of exporting, to widen the field of non-hydrocarbon exports, to facilitate access to the national market and to external markets, to strengthen competitiveness, to examine the incentive provisions to support the exporters, and remove obstacles that local exporters may encounter.
The body is also charged, adds Mr. Benabderrahmane, “to follow the results of the activities of the free zones and to take all the measures, even to remove the obstacles which arise with the operation of export in these zones”.
In order to carry out these missions and achieve “the required efficiency”, the Council will be equipped with “a digital platform for exporters”, made available to exporters and all partners, said the Prime Minister, adding that the platform will also be dedicated to the concerns and grievances related to the act of exporting, to the “rapid, even immediate” treatment and management of these concerns and grievances formulated by the bodies and institutions.
Referring to the measures taken to support and encourage exporters, promote exports, particularly in the non-hydrocarbon sectors and promote local products, Mr. Benabderrahmane stressed that the Government was working, pursuant to the instructions of the President of the Republic, to finalize the opening of the annexes of the Algerian Agency for the Promotion of Foreign Trade “ALGEX” in a number of African countries.
In the same vein, he noted the tax and customs measures taken by the State, including exemption from global income tax (IRG), corporate income tax (IBS) and tax on professional activity (TAP).
Exporters enjoy several customs advantages including the green corridor and priority in processing their transactions, he pointed out.
For the Prime Minister, the success of the Council’s missions will depend on “the effective role of the partners massively represented as full members, in particular the representatives of the associations of exporters, the interprofessional associations and the presidents of national chambers of the various sectors. economic, in terms of transmitting the concerns of exporters and contributing to the crystallization of proposals and practical and rapid measures to deal with them”.
“The stage that we are initiating, namely that of updating the national export strategy, offers the appropriate opportunity for the Council to put in place the platform and the conditions necessary to achieve the strategic objectives set out by the President of the Republic concerning the maintenance of the growing momentum of non-hydrocarbon exports”, concluded the Prime Minister.
