Governor of the Banque du Liban, Riad Tawfiq Salameh, Prepares to Leave Office: The Final Episode of a Controversial Era

2023-07-30 08:29:08

Only one day separates the Governor of the Banque du Liban, Riad Tawfiq Salameh, from the expiration date of his term, following it has become unlikely to extend it. On this particular day, his journey will end inside the gold mine in the Al-Hamra region, following which he will move towards the Al-Safra region. There, he may have to take care of other new matters, far from monetary policy, banking reforms, Eurobonds, and banking work, such as taking care of the gardens surrounding his house, taking care of some family affairs, and so on.

towards Keserwan.
About a week ago, the ruler emptied the contents of his office, packed his belongings, and took them out of the Central Bank, in preparation for his departure tomorrow. Thus, Salameh has ended thirty years of the rule of the Banque du Liban, as if nothing had happened.

Simply, before the end of his term, Salameh avoids the economic collapse on television, and evades the crimes he is accused of, and here his term is reaching its final episode, and here he is preparing to leave, confident that he will not be held accountable, and certain that the accountability he was subjected to within the Beirut Palace of Justice, It will not, until now, lead to any judicial or popular alert.

In the details, Al-Modon obtained information stating that the outgoing ruler, on Monday, July 31, is preparing to move from Beirut to the Safra region, a coastal village in the Keserwan district, in which he owns a group of luxury real estate, and includes a significant number of ” Luxurious villas. As he prepared it some time ago to live in it, following the possibility of him leaving Lebanese territory – legally – became impossible, due to the Lebanese judiciary confiscating his Lebanese and foreign passports and preventing him from traveling.

Keserwan, like other districts, includes many real estate properties registered in the name of the Salameh family, and it is a small part of the real estate owned by him, his family, and those close to him in Lebanon and abroad. We previously published in Al-Modon detailed reports related to his real estate on Lebanese soil and abroad.

security company to protect him
What is remarkable regarding the real estate in the village of Safra is that it will be completely surrounded by security forces. Al-Modon learned from informed sources that the ruler hired a large group of security personnel affiliated with private personal protection companies, i.e. self-security companies, provided that the task of these personnel is to keep pace with Salameh in his movements and to secure his personal protection and guard him around the clock in return for a material wage that will inevitably be huge.

The probable and expected reason for these strict security measures stems from Salama’s fear for his personal life, and exposure to him following the end of the governorship tomorrow. This proves once once more that the ruler accused of money laundering, embezzlement, and abuse of office, and on top of that causing the financial catastrophe, does not have enough courage and audacity to move freely without the security personnel, whether to the Beirut Palace of Justice or to his office inside the Central Bank to his new residence. And the most important question: Will the security elements of the Lebanese state continue to work to protect Salameh and accompany him in his movements the day following tomorrow?

Salim Al-Khalil prepares to travel
On the other hand, it seems that the ruler is not alone in fear, but rather that his partners and aides in his economic policy and financial engineering have begun to show the same concern.

The information indicates that Salim Al-Khalil, who is known as the link between the Central Bank and the black market money changers of the dollar, is in the process of preparing his belongings to travel outside Lebanon to a European country, following he was able to obtain residency in it. According to the available information, Al-Khalil, a former notary public, entered the black market, in the midst of the economic crisis, and began working in the field of “bank checks”, as he was known as the first, most important and oldest distributor of checks in Lebanon, and had a close relationship with the ruler. Due to the importance of his position, information circulated regarding him stating that he owns real estate in the center of the country. It is a huge warehouse to keep track of his “banking business”, and enjoys the same strict security protection as that of the ruler! It is important to note that Al-Khalil has packed his belongings and is ready to leave Lebanese territory tomorrow, for reasons that may be unknown.

The obvious question at this stage: Who does Hebron’s money belong to? Will he leave the country under security coverage from the ruler as if nothing had happened? Did he get involved with Salama? nobody knows.

The role of Nabil Aoun
In the same context, he mentioned previously during the European interrogation sessions, the name of the ruler’s friend, Nabil Aoun, who is known to be his associate and close associate, and who was familiar with him before his appointment as governor of the Central Bank, and he is the former president of the Association of Lebanese Financial Intermediaries, whose name was previously mentioned in European judicial authorizations, and he was asked for interrogation sessions during the visit of European delegations to Beirut several months ago, given that he is one of the main brokers working with Salameh, as his name was mentioned in the British report in 2021, prepared by the “Guernica 37” institution, where it stated that Aoun had dealt With a company owned by the ruler’s son, Nadi Salameh, related to investments and employment with Bank Audi called “Crossbridge Capital”, he also continues his main business in the stock market in Switzerland. According to the information, he is credited with teaching and indoctrinating the ruler’s assistant, Marian Howayek, in the arts of banking. As it was mentioned in the French investigations conducted by French Judge Aud Borosi with Al-Hawik, that the ruler had asked his friend Nabil Aoun to help and guide her in some banking matters, until Al-Hawik became one of Aoun’s best students, who had sufficient and remarkable experience in the world of numbers and banking.

Shafiq Abi Al-Lamaa.. Salameh’s broker
In the same context, the name of Salama’s former son-in-law, lawyer Shafiq Abi Lama’, was also mentioned in the European investigations, whose name was mentioned during the witness interrogation sessions, as he is one of the “suspects” of his involvement in the ruler’s business for many years, when he worked as a broker to distribute licenses for banking institutions, as reported. Information that his wealth has exceeded millions of US dollars in recent years, but he is still one of the suspect names, due to his long periods of work with the ruler who showered him with trust and love.

During the coming weeks, European investigations may prove the involvement of a large group of the ruler’s aides in his actions, confirming that she participated with Salameh in the money-passing operations that led to the systematic bankruptcy of the Lebanese, which resulted in the theft of their deposits and the failure to recognize their true whereregardings.

Tomorrow, Salameh will leave without serious accountability from the Lebanese state. Salama will leave and his page will be closed, while the rights of the Lebanese and the Lebanese state will also remain deferred, until the first investigating judge, Charbel Abu Samra, reaches the conclusion of his investigations, to confirm whether the ruler was involved in embezzlement cases or not, while the European investigations had expanded remarkably, confirming that the wealth of The ruling is unjustified, and it is expected that it resulted from fraud and money laundering.
