The summary

The climate emergency is well established, the summary of the sixth assessment report of the Intergovernmental Panel on Climate Change (IPCC) published on March 20, 2023 recalls the imperative need to reduce our emissions.

If the institutions of the “public authorities” mission represent only a tiny part of the expenditure (approximately 0.25 percent of the State budget) and of the CO² emissions among all the administrations, the symbolic charge is strong with regard to the institutions that are at the heart of the democratic life of our country.

In this context, the special rapporteur for credits of the “Public authorities” mission, Jean Michel Arnaud, wished to study the conditions under which the Presidency of the Republic, the parliamentary assemblies and the Constitutional Council mobilize their material, budgetary and human resources in order to contribute to the fight once morest global warming.

This report first presents the trajectory of the public authorities towards carbon neutrality and the action plans implemented or being drawn up to achieve it.

Then the special rapporteur details the actions carried out by the public authorities in the various emission sectors, before returning to the tools and means of association of the actors, in order to anchor in the long term the transition currently at work.

Throughout this report, the special rapporteur makes several observations aimed primarily, on the one hand, at emphasizing the symbolic nature represented for these institutions by this transition towards a reduction in greenhouse gas emissions and, on the other hand, at strengthening the association and adherence of all to this ambition.
