New Transit Visa Requirement for Cubans Traveling to Germany

Why did this happen? The Germans detected the increase in asylum applications from Cubans at the Frankfurt Airport in recent months. They bought an air ticket to a country where they did not need a visa, such as Dubai, with a stopover in Frankfurt, and once there they did not continue on their way and requested asylum.
