The Progress and Impact of Agadir PDU: Updates on Urban Development Plan Investments

The progress made in the implementation of the various components of the Agadir PDU has had a positive impact on the population of the city.

Ambitious program: The city of Agadir takes stock of its urban development plan. The program’s steering committee has just met announcing the latest figures concerning investments. The details.

The total cost of the projects carried out under the Urban Development Program (PDU) of Agadir 2020-2024, launched by HM King Mohammed VI in February 2020, amounts to 2.17 billion dirhams. This amount represents 35% of the overall cost of the PDU, according to data presented, Saturday in Agadir, during the 9th meeting of the Steering, Monitoring and Evaluation Committee of the said program, held under the chairmanship of the wali of the Souss-Massa region, governor of the prefecture of Agadir Ida-Outanane, Ahmed Hajji, in the presence of the president of the municipal council of Agadir, Aziz Akhannouch, the president of the regional council, Karim Achengli, and the all the constituent members of the committee. According to the data presented, a total of 28 projects have been completed since the launch of the Agadir PDU, for a total cost of nearly 540 million DH. These projects relate in particular to the upgrading of Avenue Mohammed V, the construction of 20 local plots in the various districts of the city, the construction of the Ibn Zaidoun urban park, the upgrading of the Lalla Meryam garden, the rehabilitation of the Olhao garden, the development of green spaces and public squares as well as the creation of primary schools and college high schools. On the other hand, some 31 sub-projects were completed for a total cost of 1.63 billion DH. These sub-projects concern in particular the construction of the hopper of the urban expressway at the Barreau Est-Ouest intersection and the hopper of the urban expressway at the intersection of Abderrahim Bouabid Avenue, the development of the entrance to the city via Bensergao, the reinforcement of public lighting of a set of avenues and boulevards as well as the completion of the sub-projects of the first line of the High Level Bus Service (BHNS). The total amount of the commitments contracted by the various delegated contracting authorities amounts to 5 billion 410 million DH, or 86% of the overall cost of the program. In addition, 41 projects are in progress and total a total cost of more than 5.23 billion DH, or 83% of the total cost of the program, while the projects whose studies are in a very advanced phase are 21 in number and total a total cost of more than 518 million DH, or 8% of the total cost of the program. The total amount of the provisional commitments of the various delegated project owners during the second half of the year 2023 will amount to more than 1.31 million DH. At the end of the current year, the commitments of the program should reach more than 100% of the conventional cost of the program, and 87% of the updated cost of the program, which will amount to approximately 7.39 million DH following the signature of the amendments to the specific agreements proposed during this committee.

Delivery before the end of 2023

The partners of the program undertake to complete the work and deliver a set of projects before the end of 2023, the most important of which are the construction of the tourist information office and the administrative complex of the beach, the heritage development of the Kasbah of Agadir Oufella (with the exception of the northern part of the site dependent on the movement of the SNRT antennas), the development of the site of the National Emblem, the development of a recreational area and green space in the tourist area (Jardin Belvédère), the upgrading of the outdoor theater on Boulevard Mohammed V and the creation and equipment of a center for cultural and artistic development at the Youssoufia school. These commitments also relate to the implementation of the first phase of the project to create and upgrade a public reading network (library of the Khaireddine complex, Al Hassan Bounaamani library, library in the Anza Al Ouliya district), the construction and equipment of a diagnostic center for tuberculosis and respiratory diseases, the construction and equipment of a rehabilitation center, the creation of a fish market and restaurants in Bab Al Marsa and the completion of urban development infrastructure works such as the landscaping, green spaces, public lighting and the project of the first line of the BHLS. At the opening of this meeting, the wali of the Souss-Massa region and chairman of the steering committee, underlined, in his speech, the importance of this meeting which crowns the efforts made for the effective implementation of the city’s PDU, as well as the presentation of the results of the achievements during the 40 months that have passed since the launch of the program. “This meeting is a milestone in the deployment of the components of the program, whose projects are moving from a launch stage to that of their completion and delivery, thanks to the full mobilization and involvement of the various actors and financial and operational partners of the royal program”, noted Mr. Hajji. For his part, the president of the municipal council of Agadir, Aziz Akhannouch, declared that the progress made in the framework of the implementation of the various components of the PDU of Agadir had a positive impact on the population of the city, stressing that this ambitious program also made it possible to open new horizons for the reinforcement of the tourist and economic attractiveness of Agadir.

Mr. Akhannouch welcomed the efforts made to reopen major roads and urban parks before the advent of the summer season in order to guarantee the fluidity of traffic and to offer quality green spaces to the inhabitants and visitors of the city, calling on the delegated project owners to accelerate the implementation of certain structuring projects with a view to their completion before the end of 2023 at the latest. This meeting of the steering committee was held in accordance with the provisions of article 7 of the framework agreement relating to the financing and execution of the Urban Development Program of the city of Agadir 2020-2024.
