This is new for 34 million homeowners: Bercy wants to streamline the collection of property taxes, as well as taxes on second homes and vacant homes. To do this, they will have to complete their tax declaration with a declaration of the state of occupation of the real estate, but this does not look like an easy task.

Bercy wants to streamline the collection of property taxes, as well as taxes on second homes and vacant homes. For this, the tax authorities ask owners to complete their tax declaration with a declaration of the state of occupation of the real estate. It must be sent no later than July 31, while the deadline has already been postponed by one month by the Directorate General of Public Finance (DGFIP). And for good reason, at the end of June, barely more than half of property owners had completed their declarations, while the tax services were literally overflowing with requests from worried taxpayers. And if this device is already turning into a puzzle, this is explained firstly by the fact that this declaration is not available in paper version. This therefore constitutes an obstacle for certain elderly owners, who are uncomfortable with the internet.

Fine of 150 euros per undeclared property

But the biggest problem most often lies in the surface area of the property, as Salomé explains, which is owner of an apartment in the 20th arrondissement of Paris. “When I declared my taxes, they also asked me to declare my real estate. I remember that I saw my apartment appear, which is 50 square meters. The address was that of my apartment, but it was written that it was 78 square meters, “she says. “So I’m a little afraid that suddenly, it will raise the property tax! I validated anyway. On the tax site, there was a message explaining that we had to validate and that in the event of a problem, we would be contacted”.

The fact is that some of the data from the tax administration is not up to date, or just plain wrong. The differences in area might also come from the fact that the DGFIP makes its calculations according to the cadastre, and not on the basis of the Carrez law. Some owners have thus asked the public finance centers for explanations, but others choose to skip the declaration. For this first edition, Bercy then promised to show clemency. The fine of 150 euros per undeclared property will not be applied.
