Russian President Vladimir Putin will not attend the BRICS summit in South Africa next month. The decision comes in the context of an arrest warrant issued once morest Putin by the International Criminal Court. Putin can be arrested if he comes to South Africa as an ICC member. South African President Cyril Ramaphosa’s spokesman, Vincent Magwenya, said in a statement that Putin would not attend the summit.

Ramaphosa said that arresting Putin in South Africa would be tantamount to declaring war on Russia. The assessment came in an affidavit filed in response to a petition filed by the country’s leading opposition party, the Democratic Alliance (DA). The affidavit also revealed that South Africa is seeking immunity under ICC rules, arguing that the execution of the arrest would threaten the security, peace and order of the state. The opposition argued that Putin’s hosting would be seen as a sign of support for Russia.
