Protect free competition and avoid systemic risks from digital platforms in the economy. These were some of the objectives defined by Telefonica Brasil in a public consultation conducted by CGI.br on the digital market, highlighting the search for a more balanced distribution of roles in the market.

The Spanish group has recently defended a different relationship between operators and big techs in Europe and has already drawn up a letter regarding the need for a legal framework in the countries of the European Union, requiring that large technology companies finance the construction of telecommunications infrastructure. The document was signed by the chairman of Telefonica, José María Álvarez-Pellette, as well as by Tom Höttges, CEO of Deutsche Telekom, Nick Read, CEO of Vodafone, and Stéphane Richard, CEO of Orange.

For the Spanish group, it is necessary to map market failures, identify the damage caused by them and the risks that affect the market structures of telecommunications service providers, digital platforms and their users in order to draw up regulations that mitigate these failures and rebalance the digital ecosystem.

Telefonica points out that the advance of the digital economy took place in a market characterized by two-sided platforms. With the progression of this market, the platforms expanded their offer, starting to offer different types of products or services, which resulted in a multilateral dynamic.

Two-sided markets are economic models in which there is interaction between two groups of economic agents through an intermediary platform. Each group relies on the presence of the other to derive value from the platform.

This type of market is present in several industries of the digital ecosystem, such as transport, hosting, ecommerce, social networks, payments and also in the telecommunications sector.

Recent studies by Telefonica indicate that, in this market, the responsibility for remunerating platform services has been attributed exclusively to the end user.
