Chen Zhican and Liu Meixue, the heads of Richmond Trust Co., Ltd., were accused of falsely claiming that the company was a subsidiary of the European Geneva Group in 2000. They engaged in foreign exchange futures trading on behalf of customers and guaranteed annual profits of more than 20%. Solicited investment, and then refused to pay dividends and return the principal on the grounds of overseas bank failures, attracting more than 3.9 billion Taiwan dollars. The couple fled the country for more than 21 years. Finally, with the cooperation of the investigation bureau and the Thai immigration agency, the couple was escorted back to Taiwan on the 18th and sent to the Kaohsiung District Prosecutor’s Office.

According to the Bureau of Investigation, Chen Zhican and Liu Meixue refused to pay dividends and return principals to investors on the grounds of overseas bank failures in November 2001, defrauding investors of more than 3.9 billion Taiwan dollars, with more than 4,000 victims involved in violations. Banking law and other crimes were investigated and dealt with in accordance with the law by the Kaohsiung City Bureau of Investigation, and were transferred to the Kaohsiung District Prosecutor’s Office in February 2002. The prosecution prosecuted in June of the same year. However, Chen Zhican and his wife left the country in October 2001 and stayed in China without returning. On July 9, 2002, Xiong Jian issued a wanted arrest for the two.

Because Chen Zhican and Liu Meixue filed an application for permanent residence on June 21, 2023, holding Belize passports and elite visa status in Thailand, the Thai Immigration Bureau found discrepancies in comparison with the information reported by the Taiwan Bureau of Investigation, and then through the Immigration Bureau. The Thai immigration secretary notified the investigation bureau and provided a fingerprint card and an English arrest warrant to confirm his identity. On June 24, Chen Zhican and his wife were arrested at their residence in Bangkok.

The Bureau of Investigation stated that although Chen Zhican and his wife had been absconded for many years, the legal system was restored. After close coordination with the Thai Immigration Bureau, they were finally deported by the legal secretary of the Bureau of Investigation. They took a China Airlines flight to Taoyuan International Airport on the 18th. After being taken into custody by the Kaohsiung City Mediator, he was transferred to the Kaohsiung District Prosecutor’s Office.
