“There are figures for the vacancy rate in the commercial sector, which is certainly higher than that for apartments, at 1.5 to 2.5 percent. That would mean 1,200 to 2,000 apartments in the city.”
Carola Schösswender
Managing Director of the ÖHGB Salzburg
Relief for private housing
For Wolff, the survey of vacancies is the wrong way anyway: “A lot more relief is needed for private and subsidized housing. The more compulsory instruments are introduced, the more likely it is that private investors will be chased away.” For financially weak people there is affordable housing, especially in the subsidized area. “The Rehrl-Platz was and will always be expensive.” Even so, half of those on the priority list would reject the subsidized housing allocated by the city.
The contribution to infrastructure costs as a solution to the problem?
The Salzburg ÖHGB President, who has been in office for 35 years, is also skeptical regarding the infrastructure cost contribution for dedicated land: “You will see how much that is, given the reasons with an indefinite building land dedication dating back to the old days. If you tax that, you’ll get well-known areas to the market? I don’t think so.” The basic problem from the point of view of the interest group is that “the city does not cooperate with the owners”. The taxes and options that have now been decided are “an attack on our core concept of property. We will fight that with all means possible. And politicians know that they are acting on the fringes of legality.” The fact that there is no affordable living space is an assertion that hides the non-profit nature, emphasizes Wolff: “Anyone who buys and does not rent comes from the high-price segment. This is not living space for average earners anyway.” Managing Director Carola Schößwender knows her own clientele: “Vacancy you have to be able to afford it.” Because operating costs and heating are still incurred, she estimates them at 3.50 to 4.50 euros per square meter and month. “It’s better to look for a reliable tenant.”
Problems on the Salzburg housing market
The two officials agree that only new construction can bring regarding a noticeable relaxation on the Salzburg housing market: “But housing construction has collapsed, and the number of completions will continue to fall massively.” According to Schößwender, it is an interaction of several factors: “The building sites are not there, also because of wrong political decisions. Then there are the construction costs, which are very difficult to influence.” The third reason is a faulty funding system that is no longer up to date and does not fit the current situation. Wolff: “It would currently be helpful to bring everyone involved to a table without threats, so far there has always been a hostile atmosphere towards the private sector.” In any case, his hand was stretched out.
