Russia Extends Age for Reserve Forces: New Law Amendment and Implications

Russia’s House of Representatives (State Duma) has adopted a bill extending the age of service for its reserve forces belonging to certain ranks by five years.

The Russian House of Representatives reported on the 16th that it passed a law amendment containing these contents at the plenary session on the 14th, citing Yonhap News, Rianovosti News Agency and RBC.

Russian citizens are classified into reservists according to groups upon completion of military service. At this time, they are divided into groups 1, 2, and 3 according to their rank and age at the time of discharge. Citizens whose ranks at the time of discharge are soldiers, noncommissioned officers, and constables belong to Group 1 up to the age of 35, Group 2 up to the age of 45, and Group 3 up to the age of 50.

When the Russian Defense Ministry needs to mobilize reserves, it first calls up reserve forces belonging to Group 1. After that, if additional troops are needed, reserve soldiers belonging to the 2nd and 3rd groups are conscripted in turn.

As the Russian House of Representatives amended the law this time, the organization of reservists belonging to the ranks of soldiers, noncommissioned officers, and corps officers was changed, and the service period was extended by five years each.

According to the amendment, the upper age limit for Group 1 will be raised from 35 to 40, Group 2 from 45 to 50, and Group 3 from 50 to 55. In addition, the mobilization age for reserve forces at the time of discharge was raised from 60 to 65, and for lieutenant-level reservists from 55 to 60, respectively.

In addition to this, foreigners were allowed to serve in the Russian reserve army through contracts in fields not related to state secret intelligence work.

Earlier, in the middle of last month, the Russian House of Representatives also adopted an amendment containing a plan to gradually raise the age of conscription for regular soldiers from 18 to 27 years old to 21 to 30 years old by 2026.

As a result, Russia plans to change the age of conscription to 19-30 from next year, and then gradually raise the lower limit every year to 20-30 in 2025 and 21-30 in 2026.

Some claim that Russia is taking this step to replenish its regular army, which has been lacking due to the prolonged crisis in Ukraine.
