Returning from City Council recess, Councilwoman Julieta Wallace will present a reformulation of the project to remove component b of the Inspection, Safety and Hygiene Fee (Tish) paid by merchants in order to finance Emprotur.
The initiative arose following the controversy that involved the president of the entity and Secretary of Tourism, Gastón Burlón, for the use of public funds for personal expenses during a trip to Europe.
The proposal to completely eliminate component b there was no consensus among some of the councilors, mainly from the ruling party. The mayor Gustavo Gennuso himself considered that this measure would imply the dissolution of Emprotur; while in the debates, councilor Carlos Sanchez stressed that the entity is “a powerful tool to promote the city” and that through promotion, “even the last kiosk in the neighborhood” benefits.
The Bariloche budget contemplates 650 million pesos for Emprotur during 2023, but in addition, the entity will receive around 344 million pesos from the provincial government (it contributes 70% of the resources paid by the private sector through the component b).
«We wanted to know how much the direct contributors associated with tourism and the indirect ones contribute. According to the response we got from the executive, 50% corresponds to each one, without further details that one can quantify,” Wallace explained.

Given the lack of consensus to completely eliminate component b, the Frente de Todos councilor warned that they will present a reformulation of the original project that aims to Eliminate the component only among indirect traders associated with tourism. Another possibility being considered is that that payment is voluntary and not mandatory.
“We are talking regarding all those who have commercial authorization and their activity is not linked to tourism: a kiosk in the Frutillar neighborhood or a store in the Omega neighborhood,” he explained.
