Red Alert: Météo-France Urges Inhabitants to Respect Public Authorities’ Advice During Storms

Météo-France asks the inhabitants of the departments in red vigilance to “imperatively respect the advice or instructions issued by the public authorities”.

The decision taken by Météo-France is rare. This Tuesday followingnoon, for the first time this year, the institute placed departments on red alert to storms. These are the Haute-Saône, the Doubs, the Jura, the Territoire de Belfort and the Haut-Rhin. Météo-France justifies this choice by an “extremely stormy summer situation which requires very particular vigilance given the risk of a very violent phenomenon”.

According to Météo-France, thunderstorms may be accompanied by numerous lightning strikes, gusts of wind that can reach 100 to 130 km / h, 40mm of precipitation “in less than 30 minutes or an hour” and heavy hailstorms with some hailstones several centimeters in diameter.

“Absolute vigilance”

Red alertness is the highest level of alertness on a four-point scale. In such a case, “absolute vigilance is essential” because of “dangerous meteorological phenomena of exceptional intensity”, underlines Météo-France. “Keep yourself regularly informed of weather developments and imperatively respect the advice or instructions issued by the public authorities.

Can storms sufficiently fill groundwater tables?

The activation of red vigilance has several effects in the departments concerned. This situation “is likely to justify the immediate and massive mobilization of all the actors and resources at the departmental level”, sums up the Loir-et-Cher Interministerial Defense and Civil Protection Service.

“Preventive measures such as, for example, the cancellation of large gatherings, at the initiative of the prefect or that of the mayors, must be taken immediately”, can we also read in this departmental Plan of alert and vigilance meteorological.

Emergency accommodation

The prefect has the obligation to set up a Departmental Operational Center (COD) bringing together the police, gendarmerie and civil security actors.

“As soon as we went into red vigilance, we activated the departmental operational center”, confirmed Tuesday on BFMTV the prefect of Jura Serge Castel.

The prefects can also request the activation of a single crisis telephone number.

At the municipal level, the mayors have an obligation to trigger their municipal safeguard plan. They must also ensure that rooms are available to set up emergency accommodation centers to accommodate possible evacuees.

“We have a very particular attention in the Jura in the sector of the lakes where we have many campsites with tourists, explained Serge Castel. We asked the municipalities concerned, with of course the help of the police and relief, to be able to shelter the campers if the storms broke out.”
