When it comes to the export of arms and military equipment, the question always arises of the “end user”, ie the person to whom the equipment will be delivered. It is a central concept. KPMG investigators also point to shortcomings in the execution of Serbian contracts. The end user where the NLC equipment was delivered does not correspond to what is indicated on the export licenses granted by the Walloon Region. On the licenses, it is stated that the NLC machines are supposed to be delivered to the Serbian company Borbeni Slozeni Sistemi located in Belgrade. But, in reality, the equipment was delivered to the Belom company, located 200 km further south in the town of Uzice. Admittedly, the two companies belong to the Serbian state arms company, Jugoimport, but why this administrative anomaly? Especially since it will be repeated several times since the Belom company was created in 2015 and it is necessary to wait until December 2021 to see its name appear on the licenses.
Already with classic equipment, traceability or the prohibition of re-export often raise questions, we have seen it once more recently with the weapons of the FN-Herstal used on Russian territory. But in the case of NLC’s machine tools, hello puzzle. “NLC vend machines, not ammunition“, specifies Ludovic Biemar to whoever wants to hear it. Understand the Belgian company is responsible for the machines but not for what is done followingwards with the ammunition. He will repeat it several times to the investigators of KPMG-Germany during their investigation and , according to him, the Walloon Region shares this vision.
But for our whistleblower who exposed the case, it’s a little easy. We are talking here regarding ammunition and, potentially, some can end up in Russia, which is waging a war of aggression in Ukraine. For him, it is quite simply a crime. “What has the Walloon Region done to ensure that NLC does not violate the sanctions? It’s a good question. It is to the Region that it must be asked because, I, I wonder. And in the end, it is possible that the Walloon government and New Lachaussée are guilty of crimes once morest humanity and risk the lives of innocent people“.
