The criminal organization that former President Pedro Castillo would lead took advantage of the power of his position and instrumentalized the state apparatus to commit crimes in order to gain wealth and seize power.
Precisely, the members of the criminal network developed a program that they planned to execute as soon as Castillo Terrones was proclaimed president by the National Election Jury (JNE).
According to the Prosecutor’s Office, four criminal modalities were identified that the criminal organization would have used to deploy its plan: The undue seizure of power, illegal lobbies, fraudulent bidding processes and the protection arm of the criminal organization.

FACTS
The undue seizure of power was recorded in the management of Pedro Castillo since he took office through the improper appointments of senior officials without the ideal profile and/or just because they belong to his environment.
A very concrete example is that of Juan Silva Villegas, director of a school who was appointed as the first head of the Ministry of Transport and Communications (MTC) despite his zero experience for the position.
Juan Silva is being investigated for criminal organization and collusion for being one of the main members of the criminal network that Castillo operated. In addition, he has a 36-month preventive detention order, however, he has been a fugitive from justice for more than a year.
Regarding illegal lobbies, the Public Ministry has ruled during one of the many hearings to dictate measures once morest members of the network.
“Illicit lobbies were the modality of the criminal organization, linked to allocating public works for the benefit of its members,” said prosecutor Jorge García.

The criminal network that former President Pedro Castillo would lead has several members, one of which has recently been incorporated is Sada Goray, who is currently in preliminary detention.
According to information from the Prosecutor’s Office, the businesswoman’s history of corruption with the Castillo government began on June 18, 2021 when Sada Goray traveled to the United States and learned that Castillo Terrones had won the presidential elections.
Thus, he sought a way to contact someone linked to the then president in order to gain political power in exchange for sums of money, to be illegally benefited in the different businesses that his company Marka Group had.
To do this, he commissioned Julieta del Pilar Tijero Martino to look for a person who has a connection to Pedro Castillo. Tijero asked his first Mauricio Fernandini to try to find some contact.
“For this reason, in the first days of August 2021, Mauricio Fernandini would have communicated by phone with former minister Geiner Alvarado with the excuse of requesting an interview, but the real intention and reason was to be able to have direct contact and gain confidence for the purposes that Sada Goray pursued”, refers to the tax information.
Minister Alvarado told him that any interview should be done through the intermediary Salatiel Marrufo. Thus, on August 6, 2021, the former head of the Cabinet of Housing Advisors met with the journalist Mauricio Fernandini at his house in Miraflores.
“Fernadini would have mentioned that his cousin Julieta del Pilar wanted to meet him because she had a business partner dedicated to the construction and sales of social housing, referring to Sada Goray,” the document reads.
After meeting, Goray and Tijero negotiate and agree with Salatiel Marrufo that the president and directors of the Mivivienda Fund should be replaced for the Marka Group to benefit, it is at that moment that the delivery of more than four million soles is accepted as part of a bribe The amount would be delivered in parts and would reach the hands of Castillo and Alvarado.

Businesswoman Sada Goray and journalist Mauricio Fernandini spent their third night at the Prefecture’s facilities.
Both are serving 10 days in preliminary detention and were captured by television cameras yesterday morning when they were transferred to another area of the place located in Breña.
One of the people who came to the Prefecture was Violeta Chong, mother of Sada Goray, to visit her daughter.
She assured that everything is a smokescreen for something bigger that will come out, because her sheet is “a fighter for the poor” who does social housing and gives houses and food to poor people.
“There is another person who should be with them here, I am going to stay long enough to show that my daughter’s values are above any arrest,” he said in statements to the press.
